Dear Ms. Taylor:
Wendy Lopez & Associates, Inc. ('WLA) appreciates the opportunity :o provide the City
of Coppell with this proposal for a scope and costs for the referenced project. We
understand that the property chosen for the proposed construction cot sists of
approximately 0.8 miles of right-of-way along Sturdy Lake Road fron ~ Kimbel Kourt to
the city limits. WLA's understanding of the scope of services is presc, nted below. WLA
is proposing to complete the project on a time and materials basis, wi h three phases of
work depending on the compliance needs that ultimately become nec,:ssary for cultural
resources clearance for the construction.
B. SCOPE OF SERVICES
Phase 1: Coordinate with Texas State Historic Preservation Officer I SHPO) on the
appropriate procedure and possible antiquities permitting for an archaeologl cal survey of the
property in question. Carry out a site visit with full walk-over to assess exi~ ting ground
disturbance and review potential need for archaeological excavation or geomorphological
trenching.
Phase 2: Carry out archaeological investigations according to work l'lan approved by
SHPO. Work will include shovel testing according to Texas SHPO stander ts,
Phase 3: Carry out geomorphological trenching to assess potential fl,r deeply buried
cultural remains, given that the project area lies in the floodplain of two larl:e streams, includh~g
the Trinity River.
Regardless of which phase is ultimately completed to provide full cultural r .'.sources compliance,
the following tasks will be fulfilled:
Complete a letter report documenting the r :sults of the
archaeological survey and recommending i~ppropriate
compliance actions for any cultural resour~ es identified in that
survey.
Respond to any comments from TxDOT o~ the SHPO and
complete coordination with these agencies

C. INFORMATION TO BE FURNISHED BY CITY OF COPPEL L
· Maps and survey information relevant to the project property.
Any right-of-entry documentation needed to enter the subject properties.
· Detailed verbal information, if required, concerning planned constructicn and constructiou
methods.
D. ADDITIONAL SERVICES
Any services not mentioned in Section A above may be provided for an additional fee. These
additional services would include analysis of cultural materials recovered, s ~ould archaeological
sites be identified, and any curation costs associated with placing the materi~ds in the official state
repository.
D. SCHEDULE
WLA anticipates a field time of one to three days, with 2-4 hours of travel t me and 12 hours of
actual fieldwork for a crew of two persons. Approximately five days will b', required for one
archaeologist to complete the letter report. This work schedule does not acc ount for time for
fullfilling any requests that the SHPO may have for additional information lor the permit
application. It also does not include time for the SHPO and TxDOT review periods.
E. DELIVERABLES
WLA will provide one copy of the draft letter report to the client and one to the reviewing
agency. Pending acceptance and completion of a final letter report, WLA ,~ ill be required to
submit 20 copies of the report to the Texas SHPO in fulfillment of standard cumtion procedures.
Two copies will also be provided to the City of Coppell.
F. FEE
The time and materials fee for services described here is not to exceed $14,069.00, if all phases
are required for full compliance. For Phase 1 only, the not-to-exceed fee is ~;3517.25. For Phase
2, the not-to-exceed fee is an additional $7034.50. For Phase 3, the not-to-exceed fee is an
additional $3517.25.
G. PAYMENT
WLA will bill monthly based on the percentage complete. Payment shall b~: made within thirty
days of receipt of invoice.
