SECTION 1: FIRM INFORMATION
PACHECO KOCH CONSULTING ENGINEERS, INC. was formed in March of 1990 by
uniting the talents and experience of Mark A. Pacheco and James A. Koch, Jr., to provide
quality professional civil engineering and land surveying services to both private and public
-- sector clients. The goal of the company was to combine the latest technology in engineering
and surveying with a responsive, client-oriented staff to produce the best professional service
possible.
Located in Campbell Centre at Central Expressway and Northwest Highway in central Dallas,
Pacheco Koch provides its clients with high-quality, state of the art, professional services by
-- utilizing a full complement of computer aided design and drafting hardware and software as
well as the most recent technology in surveying instrumentation. Design is accomplished by
all personnel on a network of workstations utilizing AutoCAD 2000 computer-aided drafting
_ software and Land Development Desktop Release 3 engineering and surveying software. In
addition, Pacheco Koch can also prepare drawings using Microstation J if desired. Pacheco
Koch survey crews employ electronic total stations with computerized data collectors for all
_ surveying tasks. Pacheco Koch also utilizes the latest technology in Global Positioning
System (GPS) surveying equipment when appropriate to meet the project goals.
Due to the involvement of the principals in all phases of services offered, Pacheco Koch
furnishes its clients with a unique, service-oriented product, stressing timeliness and
responsiveness, through continuous direct contact between the principal and the client. The
combination of Mr. Koch's extensive experience in the private development and surveying

SECTION 3: PROJECT APPROACH
-- Pacheco Koch understands that for the overall project to be successful, the project must:

· be designed and constructed within the established project schedule; and

We believe that, to obtain these objectives, it is imperative to maximize the organization and
-- responsiveness of the project management and the standardization of the design effort.
The following are highlights of our standard procedure for all projects.
PROJECT MANAGEMENT
· One main point of contact - To facilitate effective communications and response time,
the client is furnished with one main point of contact (Project Manager) for all services
related to the project.
· Additional points of contact - In the event the main contact is unavailable, the client
will also have a secondary point of contact (Principal-in-Charge) that will also be able to
address questions or requests regarding all aspects of the project.
· Maintain effective communications with client: - In-person meetings as appropriate
- Frequent telephone contact
- Written "Project Status Reports" issued weekly
· Regular review of project schedule - The Project Manager and Principal-in-Charge
review and update the project schedule weekly to assess resource needs and to identify
and avert potential delays.
· Regular review of construction cost estimates - The Project Manager reviews the
"Estimate of Probable Construction Costs" regularly with the ProJect Engineer(s) to
ensure the design budget is achieved. These reviews are performed, at the very least, at
each submittal milestone.
· Effective management of Neighborhood Meetings, Pre-Bid Conference and Pre-
Construction Conference. - The Project Manager is experienced and qualified to
effectively represent the client at any desired project meetings.
PRE-DESIGN PROCEDURES
· Prompt initiation of Title/Deed Research services - Research of all affected rights-of-
way, easements and private property is started promptly for early identification of
potential critical elements that could affect the design.
· Comprehensive Boundary, Topographic and Control Surveying - Utilizing in-house
resources, Pacheco Koch provides high-quality, precision surveying to facilitate the
design effort. All surveying is produced using standardized procedures to minimize errors
and/or omissions. Also all survey information is tied to existing City control
monumentation as well as GPS control from the very beginning of the project.
SECTION 3: PROJECT APPROACH
-- DESIGN PHASE PROCEDURES
· Designs performed using Team concept - Pacheco Koch is organized into a collection
of "Design Teams" to facilitate the production of engineering projects. Each person on the
team is aware of their assignments and how they relate to the efforts of the other
members of the team. All of the members pull together for the common goal.
_ · Direction from "Firm Design Manager" - One of the most important elements of the
design phase at Pacheco Koch is the direction from the Design Manager of the firm. Mr.
Koch, a founding principal of the firm, meets with the project manager at the beginning of
each project to review and/or establish the design goals of the project and provide
conceptual design directives to obtain those goals. This key step results in uniform and
consistent designs produced by the firm and utilizes Mr. Koch's extensive experience in
the design of infrastructure improvements.
· Coordination with utility companies- Pacheco Koch has standardized procedures for
coordinating will all public and franchise utilities affecting the project. This enables us to
_ obtain the best information available regarding existing facilities and to determine what, if
any, utility improvements will be required during the project.
· Early identification of right-of-way and/or easement requirements - As soon as
-- feasible, additional right-of-way, permanent easement and temporary construction
easement requirements are identified and finalized to enable the client to begin
negotiations with affected property owners as early as possible.
-- · Regular updates of construction cost estimates - As mentioned earlier, the "Estimate
of Probable Construction Cost" is updated by the Design Team regularly for review by the
Project Manager.
· Weekly project team meetings - The members of the Design Team meet on a weekly
basis to review assignments and schedule and to identify any critical issues.
QUALITY ASSURANCE PROCEDURES
· Standardized "check lists" for survey data gathering - Pacheco Koch utilizes check
_ lists by all survey field personnel to facilitate the accuracy and thoroughness of survey
data collected and to reduce the need for additional trips to the site at a later date.
~ Standardized "check lists" for plan preparation - Pacheco Koch also utilizes check
-- lists by all survey and engineering office personnel for use during the preparation of
surveys and construction plans. Again, the use of these tools increases the quality of the
documents prepared by reducing the risk of omissions.
~ Periodic Firm Design Manager review - After the initial review by the Design Manager,
periodic reviews are performed to make sure the design is proceeding in accordance with
the initial directives. The Design Manager also reviews the plans for constructability to
-- avoid delays in the construction phase of the project.
SECTION 3: PROJECT APPROACH
-- · Standard in-house peer review - In addition to the Design Manager review, each set of
construction plans undergoes a comprehensive in-house "peer" review as the project
nears final completion. This review is performed, utilizing a check list of standard items,
-- to check the plans for consistency and thoroughness. All plan sheet references are
checked, all grades verified, all notes reviewed for compliance with local requirements,
etc. This step helps to avoid conflicting information that could delay construction.
-- · Standardized CAD system - Pacheco Koch has developed standardized layer names,
linetypes, fonts, colors and symbols for use by all drafting and technical personnel to
provide clear and consistent graphic representation on all documents.
· Standardized construction details - In addition, Pacheco Koch has also created
standardized details for typical public works construction to maximize efficiency and
reduce errors.
· Standardized system of cost estimate preparation- A database of unit prices for all
typical construction items is maintained by Pacheco Koch personnel to facilitate the
_ preparation of the Opinion of Probable Construction Costs. In addition, professional
relationships with area contractors are maintained as they provide invaluable information
regarding fluctuations in construction and materials prices.
CONSTRUCTION PHASE PROCEDURES
-- · Quick turn-around of contractor submittals - Pacheco Koch understands that
responsiveness cannot end after the design is completed. To ensure the final success of
the project, all construction phase services are also handled quickly and efficiently to
_ assist the contractor in timely completion of the project.
· High priority placed on Contractor RFI's - Most request for information by the
contractor are minor unless not responded to in a reasonable amount of time. It is
-- standard procedure that Contractor RFI's are given high priority until each is resolved.
· Review of materials testing reports for compliance - Each report of material testing is
reviewed for compliance with the contract documents.
· Periodic site visits to monitorprogress and evaluate compliance - Unless otherwise
directed by the client, Pacheco Koch design personnel make periodic visits to the
_ construction site to evaluate whether the work is proceeding in compliance with the
contract documents.
