_ Understanding of Pro]ect and Scope of }Fork
It is our understanding that the City of Coppell intends to engage the services of a Licensed
- Professional Engineer, along with other professionals, in order to assemble a consulting team for the
installation of approximately 4050 linear feet of 16-inch waterline and related appurtenances for a
-- new water main to be constructed along Denton Tap Road (Bethel Road to Airline Drive). These
services would include, but not be limited to, setting preliminary alignment, preparation of plats and
_ field notes for necessary easements and preparation of construction plans and specifications. In
addition, we are to develop a critical time-line for the project and identify any additional steps
_ through the bidding process necessary to bring the project to successful and timely completion.
A. Statement of Interest
Birkhoff, Hendricks & Conway, L.L.P. understands this approach and we have chosen to submit
- our statement of qualifications for the engineering services. Our team consists of engineering
professionals qualified to provide the engineering services required to successfully complete this
- project. We have worked on numerous water system projects for the City of Coppell and our
intent to continue our professional relationship with the City.
B. Scope of Work
- As the engineer on this project, our scope of services may include (but not limited to) the tasks
identified below. Of course, if selected as your engineering consultant on this project, we will
- work with the City to develop a more detailed and specific scope of services tailored to meet the
needs of the City of Coppell and this project:
· Obtain and utilize all existing data from the City.
_ · Perform all necessary field surveys to accomplish the required design, including
establishment of vertical and horizontal control.
-- · Prepare cost estimates for the project.
· Design and prepare construction drawings and specifications for the project.
· Prepare necessary plat and field note descriptions for easement acquisition.

_ · Assist in the pre-construction bidding, review, and award of the construction contract.
· Provide requested technical assistance and site visits during the construction of the project.
· Upon completion of the project, provide a set of reproducible as-built drawings.
C. Technical Approach to Project
The primary goal for this project is the installation of approximately 4,050 linear feet of 16-inch
waterline and related appurtenances for a new water main to be constructed along Denton Tap
Road from Bethel Road to Airline Drive. This water line will improve flow, pressure and overall
- fire protection to the developing areas in the southwestern portion of the City.
_ Denton Tap Road is a 6-lane divided thoroughfare in a 120-foot wide right-of-way. Along this
portion of the corridor, most of the improvements and developments are on the east side of the
roadway. On the west side of the Denton Tap Road is an existing Dairy Queen and a new
Dickey's Bar-B-Que. There is an existing 8-inch water line along the western right-of-way of
Denton Tap Road.
We propose the 16-inch water line be situated within the available space in the western parkway
- of Denton Tap Road, where practical. This will require careful and close coordination with the
existing utility companies that may be within this same corridor. Due to the potential tight
_ working space, our approach is to coordinate with the franchised utility companies prior to the
field survey portion of the project and have the exact location of underground utilities marked in
advance or concurrent with the field surveys. We would further enlist the help of the City to
encourage the franchised utilities to excavate and expose their facilities in order to further assist
us in determining the best alignment and location for the propose water line.
The franchised utilities along with any existing City owned utilities would then be surveyed and
-- plotted for use in setting the final water line alignment. In areas where space does not allow,
consideration should be given to securing an easement from the adjacent property owners.
Although cumbersome, time consuming and potentially costly, acquisition of an easement
immediately adjacent to the western right-of-way line of Denton Tap Road may in fact be the
most favorable course of action, depending on the congestion within the right-of-way.
Other areas of concern include the crossings at Airline Drive, Southwestern Blvd. and the
-' railroad. We recommend the water line be installed by boring all three of these critical
intersections. In addition, the City may want to consider boring the Dairy Queen parking lot in
- lieu of open cutting the driveways.

_ Our field surveys for this project must be sensitive to even the smallest detail and improvement.
This is especially true for any existing trees, shrubbery and other landscaping improvements
along the route. We propose to use our own survey crew for this project. Our survey party chief,
Mr. George Murphy, has been with our firm for over 12-years and fully understands what
elements of the topographic survey is required for a successful project. In addition to providing
topographic surveys, our party chief, combined with the experience of Mr. Gary Hendricks, who
is also a Registered Professional Land Surveyor, can provide the City of Coppell with the
- necessary property research and boundary surveys required to accurately determine the location
of the existing right-of-way of Denton Tap Road. This is a critical element in the success of this
-- project.
Finally, we propose to evaluate the City's existing and proposed master plan to determine where
the proposed 16-inch water line should be connected to the existing system. This is especially
critical for the 24-inch water line at Southwestern Boulevard. We are currently working with
the City of Coppell to update the water distribution system master plan and hydraulic model
and are in a unique position to offer this type of important analysis for this project.
D. Ability to Complete Proiect
- Birkhoff, Hendricks & Conway, L.L.P. has been serving municipalities in the Dallas area for
over 32 years. Most of our work during this time has come from repeat business. This is
_, because we have been able to successfully complete projects on time and within budget. The
firm's staff is well experienced in the work it undertakes; is familiar with local, regional and state
agency representatives; and is equipped with state-of-the-art computer aided drafting and design
facilities to efficiently produce construction documents. If selected we expect to meet any
reasonable schedule set forth by the City without the need of adding additional staff.

combined engineering experience of 241 years and was founded in Dallas, Texas in 1969 to

agencies. Our fimfs name was changed in May 2001 to reflect the current majority ownership;
_~ however our mission remains the same: To provide consulting engineering services for small
and medium size municipalities and other governmental agencies in the North Texas area. Our
_ firm's experience includes water, wastewater and storm drainage master planning, transportation,
storm drainage design, water resources, sewage and industrial wastes, flood control, special
_ municipality studies and projects such impact fee calculation and capital improvement program
planning, and other areas of civil engineering.

A. Qualifications of Proiect Personnel
The project team that will be assigned to the City of Coppcll's Denton Tap Road Water Line is well
experienced in the development of major water transmission lines.
-- Gary C. Hendricks, P.E. will serve as the Project Manager. His experience includes project
management, design, preparation of plans and specifications, and construction administration for
- water pump stations, wastewater lift stations, wastewater collection lines, water distribution and
transmission lines, elevated storage tanks and ground storage water facilities, drainage system
- improvements, paving improvements and monitoring and control systems. For the City of Coppell,
he has recently completed the design of S.H. 121 Water Line from Sandy Lake Road to Corporate
_ Drive; the 24" Sandy Lake Road Waterline from Denton Tap Road to the Wagon Wheel Ranch
Elevated Storage Tank; the 2.0-MG Wagon Wheel Ranch Elevated Storage Tank; recent expansions
at the Village Parkway Pump Station; and the Village Parkway 6.0-MG Ground Strorage Reservoir.
In addition, he prepared project specifications for the repainting of the Southwestern Elevated
Storage Tank.
Joe R. Carter, P.E. will serve as the Alt. Project Manager for this project. Joe has significant
- experience in design, construction and project management on a wide variety of projects. He has
designed and assisted clients with contract administration for a number of waterline projects ranging
from small distribution lines to large transmission lines.
Matt Hickey, P.E. will serve as the Quality Assurance/Quality Control Engineer. His experience
includes the project management, design, preparation of plans and specifications and construction
administration for pump stations, water transmission and distribution lines, wastewater collection
lines, elevated storage tanks, ground storage reservoirs, paving and drainage and channel
rehabilitation projects. Matt recently completed a water distribution master plan study for the Cities
of Plano and McKinney.

- Gary C. Hendricks, P.E., R.P.L.S.
Mr. Hendricks has sixteen years of professional experience plus four years of technical/drafting
_ experience in municipal engineering, all at Birkhoff, Hendricks & Conway, L.L.P. He has been a
partner with Birkhoff, Hendricks & Conway, L.L.P. for the past ten years. During this time, Gary has
been the project manager as well as project design engineer for a wide variety of municipal projects.
_ As project manager, Mr. Hendricks has overseen and directed multi-discipline design teams which
included outside consultants.
As a Partner with Birkhoff, Hendricks & Conway, L.L.P. since 1989, his experience includes project
management, design, preparation of plans and specifications, and construction administration for water
pump stations, wastewater lift stations, wastewater collection lines, water distribution and transmission
- lines, elevated storage tanks and ground storage water facilities, drainage system improvements, paving
improvements and monitoring and control systems. In addition, his experience includes system-wide
master plan studies and reports on municipal utility systems for many communities in the Dallas area, a
- water supply study for Bell County, a regional water supply and distribution report for the Possum
Kingdom Water Supply Corporation and a regional wastewater collection system study for the Cities of
Grand Prairie and Cedar Hill.
Mr. Hendricks has acted either as the project engineer or project manager for numerous utility master
plan projects. His experience in utility system analysis and master planning includes the Cities of
- Cedar Hill, DeSoto, Lewisville, Coppell, Plano, Garland, Farmers Branch, Irving, Rockwall and the
Possum Kingdom Water Supply Corporation. He has recently completed impact fee updates for the
Cities of Plano, DeSoto, Cedar Hill, Murphy and Allen.
Mr. Hendricks' experience with master planning includes completed studies for the Cities of Plano,
Irving, Cedar Hill, Grand Prairie, Rockwall, Lewisville and DeSoto.
Mr. Hendricks was the engineer responsible for the design and construction administration for the
recently completed paving and drainage improvements to the Ferris Road and Kirksey Street project in
.._ Waxahachie. He also performed the Route Alignment Studies for Parker Road Relocation and Legacy
Drive Extension in the City of Plano. These studies include the detemfination of the final centerline
alignment; preparation of right-of-way strip maps, plats and field notes; and preliminary design of
storm drainage and channel improvements.
Mr. Hendricks has designed paving and drainage improvements to Parkerville Road and Tidwell Street
Extension projects in Cedar Hill. He has also completed the utility relocation for U. S. Highway 75,
S.H. 289, F.M. 1171, and F.M. 1382.
_ Gary is a professional engineer licensed in the State of Texas (#65226) and a Registered Professional
Land Surveyor - State of Texas (#5073). He has a Bachelor of Science Degree in Civil Engineering
from the University of Texas at Arlington (1984). Gary is active in the American Society of Civil
_ Engineers, American Consulting Engineers Council, Texas Society of Professional Engineers, the
Water Environment Federation, and was named the 1991 Young Engineer of the Year in Dallas

JOE R. CARTER, P.E.
Joe is a partner with Birkhoff, Hendricks & Conway, L.L.P. and has been with the firm for over 20
years and has worked on a wide variety of projects related to paving and drainage, hydraulics and
hydrology and water and sewer systems. He has significant experience in design and contract
- administration for water and sewer improvement projects.
Most recently, Joe has completed the design plans for an 1S-inch water distribution line along
-- MacArthur Boulevard, 12-inch water lines along Story Road and Irving Boulevard and a 10-inch
sanitary sewer along Irving Boulevard in the City of Irving. The total construction cost of these
_ projects was around $900,000.
Joe is the design engineer and project manager for the City of Irving's Dallas Water Supply Line No. 3
- project ($31 Million). This project includes over 31,000 feet of large diameter water line crossing
through Carrollton, Coppell and Irving and serving Irving, Coppell and Lewisville.
Joe served as lead design engineer and project manager on the $6,690,000 Parker Road Improvement
project which included a six-lane divided urban thoroughfare from Jupiter Road to Los Rios Boulevard
- in Plano, Texas. Sanitary sewers and water lines were also included in the design of this project. The
project also included plans on a 600-foot bridge over Rowlett Creek and a 110-foot bridge over Brown
Branch. A HEC-2 analysis of Rowlett Creek was used to size bridges and culverts and to prepare an
application for a Conditional Letter of Map Revision from FEMA.
· - Joe also served as design engineer and project manager on several major water and sewer projects for
the North Texas Municipal Water District. The latest project was the $2,285,000 Rowlett Creek Trunk
_ Sewer in the Cities of Allen and McKinney, Texas.
Joe was the design engineer and construction manager for the City of Waxahachie on the 24-inch East
Side water line project. This project was approximately 14,700 feet in length and was crossed from the
southwest side of town to the northeast side of town for a total constructiuon cost of about $1,015,000.
Joe served as lead design engineer on a number of other projects including Keller Springs Road with a
500-foot bridge for the City of Dallas and Ridgeview Drive with a 200-foot bridge for the City of
Plano. The Ridgeview Drive Project required a HEC-2 analysis of Youngs Branch to size the 200-foot
bridge. He has also been lead engineer for and paving and drainage projects and water and sewer
improvements on a number of streets in Murphy, Texas. His experience including HEC-2 analysis and
preparation of documents for Conditional Letter of Map Revision dates back to 1983 for Pittman Creek
in Plano, Texas.
Joe is a licensed professional engineer and holds a Bachelor of Science Degree in Civil Engineering
from Southern Methodist University. He is a member of the American Society of Civil Engineers, the
National Society of Professional Engineers, and the American Consulting Engineers Council.

RONALD V. CONWA Y, P.E., R.P.L.S.
Ron has 30 years of professional experience of which 28-years is with Birkhoff, Hendricks & Conway,
- L.L.P. He has supervised a number of consultant teams on studies and construction design projects.
He regularly works with structural, electrical, architectural and geotechnical subconsultants.
After graduating from Texas Tech University in 1970, Ron began his career working for the Texas
Highway Department as a construction engineer on the widening of S.H. 183 Freeway in Irving. He
- worked as a design engineer for Birkhoff, Hendricks & Conway, L.L.P. on thoroughfare improvements
to Jupiter Road, Parker Road (F.M. 2514) and Custer Road (F.M. 2478) in Plano, during the period
from 1973 to 1980. He served as partner-in-charge for thoroughfare improvements to Arapaho Road
and Shiloh Road in Richardson; Los Rios Boulevard in Plano; and Forest Lane in Dallas during the
period from 1978 to 1980. Mr. Conway also served as partner-in-charge for the utility relocations in
the northern section of the Extension of the Dallas North Tollway in 1984. He served as partner-in-
charge of improvements on M.H. 539 (Royal Lane) for the State Department of Highways and Public
-' Transportation in the Cities of Irving, Farmers Branch and Dallas; Solon Road and College Street
Improvements in Waxahachie; Somerset Drive, Tidwell Street and Parkerville Road Improvements in
_ Cedar Hill; and Ridgeview Drive, Skyline Drive, Daniel Drive, Poindexter Lane, Sunset Drive,
Moonlight Drive, Starlite Drive and Northstar Drive in Murphy during the last ten years. Mr. Conway
has completed several environmental assessments for TxDOT projects.
Ron has also had extensive experience in the development of water and sanitary sewer systems in many
Dallas area cities. He has many years of experience in development administration while serving as the
consulting City Engineer for the Cities of Cedar Hill, Murphy and Waxahachie. He assisted in the
development of the City of Plano Storm Drainage Design Manual, which has been adopted by several
Dallas County cities.
Ron is a licensed professional engineer and a professional land surveyor, and holds a Bachelor of
Science Degree in Civil Engineering from Texas Tech University. He has been very active in
professional societies. He is a member of the American Society of Civil Engineers, the National
Society of Professional Engineers, the American Consulting Engineers Council, the American Water
Works Association, and the Texas Society of Professional Surveyors. He has served many times as an
officer and committee chairman in professional societies including the State President of the
Consulting Engineers Council of Texas, Dallas Chapter President of the Texas Society of Professional
Engineers and a National Committee Chairman for the American Water Works Association.

JOHN W. BIRKHOFF, P.E.
John has over twenty years of experience in municipal engineering, all with Birkhoff, Hendricks &
Conway, L.L.P. This work includes project management, design, preparation of construction plans and
specifications, and construction administration for drainage improvements, thoroughfares, airports,
-- water storage facilities, wastewater lift stations, water pump stations, water and wastewater lines, and
environmental assessments. John has undertaken many studies and investigations including water
_ distribution, wastewater collection, and drainage improvement systems. He has worked with many
communities surrounding the City of Dallas, as well as Water Districts. John's experience includes
several drainage projects located in congested areas. In addition, John has worked with citizen groups
- to explain, educate and attempt to lessen the impact of capital improvement projects.
As a partner with Birkhoff, Hendricks & Conway, L.L.P. since 1983, John has been project manager
and principle in charge, as well as project design engineer for all types of municipal projects. In the
position of project manager, John has overseen and directed a number of design teams, including
- outside consultants. A partial listing of John's representative projects include the following:
· Three sections of State Highway No. 5 in Collin County. Two sections included the reconstruction
of existing two lane asphalt roadways in congested areas to two 33-foot roadway sections meeting
TxDOT design and construction standards. The third section included a relocation of the existing
-- roadway and a flood study of a major creek. All three sections of the project included major
intersections, landscaping and utility design and relocation. Total project construction costs $7.5
million. This project included the preparation of an Environmental Assessment.
· Design of Paving & Drainage Improvements to Addison Road - from Beltline Road to Keller
- Springs. Project widening 4-lane asphalt to 5-lane concrete with enhancements, storm sewer
improvements using parts of existing system, traffic signals and interconnects. Project design 98%
_ complete.
· Design of the City of Hurst's annual sanitary sewer replacement main program since 1991. Over
- 14,700 linear feet of line replacement at a construction cost of $1,260,750.
· Addison Airport Water & Sewer replacement project. Project included new alignments to place
lines near lease lines and out from under hazards. Project Cost: $987,136
John is a professional engineer licensed in the State of Texas and has a Bachelor of Science Degree in
Civil Engineering from the University of Texas at Austin. John is active in the American Society of
Civil Engineers, Texas Society of Professional Engineers, Consulting Engineers Council, American
Water Works Association, Water Environment Association of Texas professional and technical

PAUL A. CARLINE, P.E.
Paul is a partner with Birkhoff, Hendricks & Conway, L.L.P. and has been with the firm for the past 5
years. He is a 1994 graduate of the University of Texas at Arlington and has worked on projects
related to paving, drainage, hydraulics, hydrology, water and sewer. Since joining the firm in January,

- His experience on this project included setting the vertical alignment for the service road and laying out
the geometrics, grades and contours for five major intersections. Mr. Carline was also responsible for
- designing a storm sewer system to intercept runoff from a drainage area of approximately 1,100 acres.
Design of the 5-mile storm sewer system included locating and sizing inlets, storm sewer pipe, culverts
and open channels. Mr. Carline was also involved in the construction phase of the project which
included weekly site visits, monthly progress meetings and general construction administration.
- Paul is presently involved with the paving and drainage design of the $20 million S.H. 121/Dallas
North Tollway intersection improvements located in the cities of Plano and Frisco.

Mr. Hickey is currently involved with the design of the $2.3 million Joe Wilson Road - Phase 3, paving

Mr. Hickey's experience with master planning includes completed studies for the Town of Addison

Birkhoff, Hendricks & Conway has nine AutoCAD Workstations manned with experienced technicians
- for the production of plans, right-of-way maps, plats and other documents. Three of these technicians,
Richard J. Lowe, Wayne Hays and Gary A. Davis have been with the firm 32, 31 and 23 years

Coppell, dating back to early 1991. At that time, we provided in-house engineering services including
development review, design and capital improvement plan coordination. After the City employed a
