CC: David Whitsett, Huie Construction RE: Stratford Manor Pavement Hearing (Lot 6, Block A) DAA JOB NO. 97-002 I have reviewed the geotechnical investigation prepared by Alpha Testing, Inc. According to the report's borings, the holes were dry. The depths of the borings were 10' to 14'. The geotechnical report indicates that there is swelling beneath the pavement. I concur with the findings of the geotechnical engineer regarding his conclusions and recommendations. For the record, the site in question is not at a sag location and is in the vicinity of the water services. I cannot absolutely assure you that there is or is not a water leak, or that ground water is or is not the cause. Rodman Paving, Inc., stated in their January 23, 2002 letter that the water source is ground water. I find this inconclusive. Additionally, the adjacent property owners apparently irrigate their yards significantly. I cannot determine if this influences the issue. CONCLUSION: I recommend that you remove and replace the pavement, checking for a water leak in this process. Additionally, I recommend that you remove any saturated material and follow Alpha Testing, Inc.'s recommendations. The only question that remains is to the depth of the proposed trench drains. I feel that this should be reviewed, due to the variable depth etc., of ground water. I V
