Central Expressway, #1000 Dallas, Texas 75206 Golden Triangle Mobile Home Park Water Line & Fire Hydrants WA 00-02 Proposal Comments Dear Mr. Koch: The responsibilities for this project Will be shared between the City and Dallas County. Following a review of your firm's proposal, I contacted Dallas County for a clarification on the scope of services that will be required for the project. The following comments are offered for your consideration: 1. Revise WATER PLAN and its contents to read as follows: WATER PLANS AND SPECIFICATIONS: Pacheco Koch will prepare constructions plans and details for proposed water mains and fire hydrants for the project as generally defined in exhibits attached to the Request for Qualifications dated December 20, 2001. It is anticipated that due to the size of the proposed main, profile drawings will not be required. Pacheco Koch will prepare project specifications utilizing boilerplate City of Coppell bid documents and will include "County of Dallas Special Provisions" which address necessary federal grant requirements associated with this project. City will provide a copy of the provisions to the Engineer. Engineer will provide five (5) sets of review plans and specifications to the City and incorporate any necessary revisions. Engineer will provide one (1) reproducible set of plans and specifications to the City. 2. Revise BID PHASE SERVICES and its contents to read as follows: BID PHASE SERVICES Dallas County will advertise the project and open bids. Pacheco Koch will be available to attend one (l) Pre-Bid Conference (if required) at Dallas County. If requested after the bid opening, a tabulation of the bids received will be provided to Dallas County. A written recommendation regarding award of the construction contract will be provided to Dallas County after a review of the apparent low bidder's qualifications and references. 3. Pacheco Koch proposes to provide the services on a Fixed Fee basis exclusive of direct reimbursable costs under COMPENSATON, yet an amount of $500 is shown for Reimbursable Expenses (maximum) under the fixed fee services. If these are the same, then the agreement for services needs to be on a "not to exceed" basis. 4. Dallas County will manage the Construction Phase Services. All meetings required during the construction phase services that are not held at the project site will be held at Dallas County. 5. An Erosion Control Plan will be required for this project. 6. Article 3 - PROJECT COSTS AND PAYMENT Item 3.2 - Remove the multiplier of 1.10 on the direct costs. Item 3.8 - Delete this item all together. Please revise the proposal as needed and resubmit.
