Gentlemen:
HBC Engineering (HBC) has completed its third evaluation of moisture levels achieved by water
pressure injection at the above referenced site. This evaluation was pedormed along the north
portion and along the southwest portion of the Building No. 1 pad. The north portion of the pad was
injected with seven passes with water and the southwest portion of the pad with four passes with
water prior to this evaluation.
A total of 22 borings were drilled at the site on February 22 and 23, 2002. Borings 1 through 16 are
associated with the north portion of the pad and Borings 17 through 22 with the southwest portion.
Each boring was continuously sampled to a depth of about 8 feet with steel tubes. The samples were
extruded, logged, sealed and packaged at the site for transportation to the laboratory. In the
laboratory, moisture content and hand penetrometer readings were determined on one foot intervals.
Absorption swell tests and Atterberg Limits were also performed on selected samples to further
evaluate the volume change potential of the injected clays.
A diagram depicting the approximate boring locations is attached. Laboratory data is provided on the
attached Summary of Laboratory Tests and Swell Tests Results.
Review of moisture content determinations, hand penetrometer, and swell tests indicate that indicate
that most of the moisture levels along the north portion are generally at or near desired levels. It is
our opinion that additional injections along the north portion of the pad would be of little benefit.
Therefore, HBC recommends that the select fill be installed along the north portion of the pad as soon
as possible to maintain current moisture levels in the injected soils.

At the southwest portion of the pad the majority of the samples obtained were below the desired
moisture levels. HBC recommends that the southwest portion of the pad be injected by three
additional injections using water and surfactant. The approximate area to be reinjected is shown on
the attached Boring Location Diagram. Additional moisture evaluations will be required once the
additional passes with water are completed. This information was conveyed to Hill and Wilkinson on
February 27, 2002.
