TRANSPORTATION: Heartz Road is a C2U, two-lane undivided street contained within a 57.5' fight-of-way. Item # 6 SURROUNDING LAND USE & ZONING: North- single-family residential; SF-7 South - Heartz Road Subdivision, Lot 1; single-family residential; SF-7 East - Lutheran Church property; SF-12 West - single-family residential; SF-7 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for medium density residences. DISCUSSION: The applicant is requesting Minor Plat approval to construct a single family residence on 0.484 of an acre of property. While the property was previously developed with a residence, it has never been platted. In May 2000, a Minor Plat was approved for the property immediately to the south of the subject site, which subdivided the property into two lots, allowing for similar residential redevelopment. The subject property and surrounding area is zoned SF-7, allowing lots with a minimum s/ze of 7,000 square feet. The proposed lot contains approximately 21,000 square feet, well exceeding the requirements of the zoning district. An additional 7.5' of right-of-way was provided along the west side of Heartz in 1985, bringing the total right-of-way width to 57.5'; therefore, no additional right-of-way is needed as a result of the current minor plat. The property contains a large number of established trees, primarily consisting of Elm & Post Oak trees. In response to staWs concems for the preservation of the existing trees on the lot, the applicant has provided a tree survey showing the proposed footprint of the home and drive-way in relation to the existing trees. The plan clearly indicates that a residence can be constructed with no disturbance to any trees. However, if building permit review indicates that any trees must be removed, mitigation will be required at that time. Staff further advises the Planning and Zoning Commission that because this plat has minor impact upon the overall development of Coppall, and its immediate neighborhood, and assuming the Commission has no objection, the Planning Director will sign off on the plat as allowed by State law. Once the final approving authority is determined after review by Planning Commission, the appropriate City signature blocks must be provided on the plat. RECOMMENDATION TO THE PLANNING AND ZONING COM/vlISSION: Staff recommends approval of the subject minor plat subject the following conditions: Item # 6 1) 2) 3) Remove reference to Lot 1 within the City Secretary signature block. Provide the appropriate City Signature Blocks according the manner in which the plat is approved. Provide a label on the Plat for the Volume and Page number once the document is recorded, preferably at the lower right hand edge of the plat.
