Re: Proposed Reclamation of a 4.5-Acre
Tract of Land North of Belt Line Road
Dear Mr. Doyle:
The District has received the information regarding the reclamation of
the 4.5-acre HRWS tract. We have reviewed the information and have the
following comments. The information provided indicates that the project has
been approved by the U.S. Army Corps of Engineers. However, we must comment
that the proposed project as currently proposed does not show any indication
of compensation for valley storage which will be taken by filling the
property. In keeping with the spirit of the agreements between the area
cities, the North Central Texas Council of Governments, and this District
during the analysis of the U. S. Army Corps of Engineers' Regional
Environmental Impact Statement, we request that the City of Coppell require
the landowner to compensate for 100% of the 100-year flood valley storage
which will be taken by the filling operation.
Since this project does not affect the waters of the United States, the
Corps has no authority to act on the valley storage issue. Also, the
Federal Emergency Management Agency has no such authority. The City of
Coppell is the only entity in this case which can enforce the valley storage
issue. Therefore, as stated above, we request that the City require valley
storage compensation.
In addition to the "valley storage" question, there is one other
concern related to the floodway that the City should consider. This
proposed fill, once it is in place, in conjunction with the existing
Riverchase Golf Course fill for fairways, bunkers, and tee boxes, appears to
essentially block out the floodway route to the railroad and Belt Line Road
West Bridge. This blockage could cause some additional rises in flood
elevations.
