RE: 4.50 ACRE TRACT IN COPPELL, TEXAS
Dear Mr. Meyer,
We received two technical reports on above project back in January,
1989. As we had discussed at that time, you were to forward us two
(2) sets of Grading plans before we pursued with out review. We
later learned that you were awaiting our response before you would
submit those grading plans.
Therefore, we provide the following comments, and request the
following documents and information as listed:
A copy of the recorded deed indicating the legal description of
parcel, for accurate location and configuration of the property and
authorization of owner/lessee.
A topographical survey, grading plan, showing existing and
proposed grades certified by a licensed surveyor. (Previously
mentioned above)
Provide adequate information to fully support the compliance of
the proposed reclamation with provisions of the City of Coppell Flood
Plain Management Ordinance # 87390, such as but not limited to Art.
4, Sec. C, Subsec. b, c & e; Art. 5, Sec. B, items 1 & 2 ... etc.
(See attached Flood Plain Development check list.)
Provide documentation that all necessary permits have been
obtained from Texas Water Commission, and other state or governmental
agencies.
- Spocify the proposed and existing land use which is proposed for
this reclamation, according to out zoning map the existing Zoning on
this property is Light Industrial.
Address equal conveyance and provide the City of Carrollt~a'a
review and comments on this project. Par Flood Ordinanoe, Art. 5,
~ec. D, Item ?.
- In paragraph three of your letter to Terra Properties, you
alluded to elevations required by the City of Coppell. The criteria
is found in the Flood Plain Ordinance, and is to be furnished b~Fou
for review and approval by the City.
- Provide a site plan showing adequate ingress, egress to the
property. Document by providing the Railroad easement, etc.
- Provide cross-sections through*this project to clearly
demonstrate the changes; on scale such as 1'=50'... etc.

Address the 100-year flood Valley Storage Compensation, for this
fill project. Determine flood storage loss data.
Any additional data, supporting this request, which clearly
demonstrate that the cumulative effect of the proposed
development/fill project, when combined with all other existing and
approved proposed development will not increase the water surface
elevation as per our Flood Ordinance, Art. 4, Sec. C, St~bsection e,

As we indicated to you previously, we have retained the
professional engineering services of Pon. Morrison, P.E. with
Kimley-iorn & Associate to review reclamation/hydraulic reports on
behalf of the City of Coppell and the applicant bears the related
review fees of his (her) project. You were to check with your cliant
on this and inform us of his direction. As of this date we have not
received your approval of such review.
Please note that we have been working on a Floodplain Development Fee
Structure in the past few months. On May 9, 1989, an ordinance was
approved by the Coppell City Council regarding 'Flood Plain
Development Fee.' The fee will be equal to the direct costs for the
Reviewer Consultant, Ron Morrison, and will be collectable before
receiving our final review.
Upon receipt of your revised technical reports (two sets), plus two
sets of grading plan we will forward listed documents to Pon Morrison
for review and comment. Once our review is completed, we will than
forward your project to FEMA for review and approval.

FLOODPLAIN DEVELOPMENT CHECKLIST
The following Items represent a brief outline of items required by the City of Coppell
in.order to develop in a floodplain. References are taken from Ordinance 87390.

All models must refer to the 2 yr, 100 yr existing, 100 yr ultimate,
and low flow.
Lowest floor must be higher than BFE + 2' and 100 yr (ULT.) + 1'.
Existing and fully developed 100-year floodplain must be delineated.
Determine flood storage loss data.
Flood levels caused by the development plus any anticipated future
developments must be less chart the 100 yr (ULT) and the 1980 FIS
BFE + 1'.
Any changes in the floodplain must be submitted to FEMA according
to their procedures.
Must show evidence of all necessary permits; Local, State and Federal.
Elevation of lowest floor of shallow flooding areas must be greater
than highest adjacent grade + 2' or the structure must be flo~d protected.
All work/nust be certified by a P.E. or R.P.S,
The following special note must be included on the plat "Floodplain
Development Permit Application No. has been filed with the City
of Coppell Floodplain Administrator on , 19 , Floodplain
Ads inistrator Date.
Boundry's of floodplain and floodway must be shown on plats.
Lowest floor elevations for each lot must be shown on site grading
plan.
A permanent bench mark must be established within a subdivision
development.
A following special note must be included on the plat.
"The developer, builder, seller or agent shall inform in witting, each
prospective buyer of suMivision lots or property located within special
flood hazard areas of this site that such property is tn an identified
flood hazard area and chat all development must conform to the
provisions of the City of' Coppell Floodplain Management Ordinance.
The written notice shall be flied for record in the County deed records
and a copy of the notice must accompany the application for
development permit.'

o Text describing where the basic data was obtained, what Is intended, nn~_ the
results, all in sufficient detail so that It Is fully'understandable and supportable. '~ ::-
o Exhibits must be presented that clarify data. These must include:
Water surface profiles, cross sections, work maps, floodplain and floodway
delineations for both existing and improved conditions. Comparisons must
be shown between existing and proposed conditions for velocities, water
surface elevations, storage, and any other impacts.
o Computer models must be presented in detail. Not just input and/or summary
printouts.
