Dear Mr. Morrison:
Enclosed is a copy of the letter from the City of Coppell to FEMA transmitting the flood reclamation study
for the subject tract. The letter indicates the reclamation study complies with the City of Coppell's
requirements. The owner and developer, Andy Rogers, paid the fees to the City of Coppell for your
review.
Also enclosed is a copy of the letter from FEMA returning their initial fee and indicating that the request
will be treated as a revision to the floodway. Subsequently, on the behalf of the City of Coppell, you
submitted a revised study for the Elm Fo~k in the City of CoppelL You advised me that the area of the
HRWS tract in the shadow of the railroad embankment track was ineffective for flow purposes and was
removed from the floodway.
It has been over two (2) years since the Initial work began on this project. The owner and developer is
anxious to know when he can do something with the property. This seems to be an unreasonable
amount of time to be delayed.
If the project met the requirements of the City of Coppell for the old study and was incorporated in the
new study, it seems reasonable that the owner and developer should be able to move forward.
