Dear Mr. Meyer:
This is in further responsc to thc July 3, 1990 request for a conditional
Letter of Map Revision (LOMR) for the HRWS Tract in the City of Coppell,
Dallas County, Texas. The proposed project consists of the placement of fill
west of the Elm Fork of the Trinity River and north of the St. Louis and
Southwestern Railroad and Belt Line Road.
With the conditional LOMR request, we received a report dated August 1989,
prepared by Nathan D. Maier Consulting Engineers, Inc. In this report, the
ineffective flow area used in the HEC-2 hydraulic backwater models for the Elm
Fork of the Trinity River upstream of the St. Louis and Southwestern Railroad
and Belt Line Road was reanalyzed. Based on the reanalyzed ineffective flow
area, a revised floodway for the Elm Fork of the Trinity River was delineated
in the project area. The conditional LOMR was requested for placement of fill
in a portion of the HRWS Tract that would be outside of the revised floodway
delineated in the report.
In a July 25, 1990 telephone conversation with Matt Miller of my Headquarters
staff, you agreed to withdraw your request for a conditional LOMR. Rather,
this case will be reviewed as a revision to the Elm Fork of the Trinity River
floodway without regard to the proposed fill. If the floodway revision is
determined to be appropriate, it will then be incorporated into an ongoing

prepared by Kimley-Horn and Associates, Inc. Please note that at this time a
detailed technical review of the submitted analyses supporting the floodway
revision for the HRWS Tract has not been undertaken.
Since we are no longer reviewing the proposed fill, fees are not required~
therefore, a check in the amount of $150.00 will be sent directly from the
u.s. Treasury as a refund of the partial payment of the initial fee you
submitted on behalf of HRWS Investments with a July 17, 1990 letter. If the
check is not received within 30 days of the date of this letter, please
