Three North Park 8800 North Central Expressway, Suite 300 Dallas, Texas 75231 Dear Mr. Meyer: This letter serves as a follow-up to your July 3, 1991 telephone conversation with Matt Miller of my staff and subsequent July 22, 1991 letter regarding the July 3, 1990 revision request for the Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) for the City of Coppell. This request, with data prepared by Nathan D. Maier Consulting Engineers, Inc. (NDM), involved revising the Federal Emergency Management Agency (FEMA)-designated floodway for the Elm Fork of the Trinity River north of the St. Louis and Southwestern Railroad and Beltline Road in an area known as the HRWS Tract. Along with the submittal, an untitled floodplain workmap was submitted depicting the revised floodway configuration. The basis of this requested floodway revision was to modify GR points at cross section 89050 of the Elm Fork of the Trinity River HEC-2 models to more accurately reflect the upstream ineffective flow area, due to the embankment of the St. Louis and Southwestern Railroad. As stated in our November 30, 1990 letter to the City of Coppell, our review of the revised floodway indicated that the revised GR points at cross section 89050 better represent existing flow conditions. It is still our intention to incorporate the revised floodway configuration into a revised FIS and FIRM for the City of Coppell. It is most efficient and cost-effective for FEM~ to incorporate the maxim~ number of revision requests when preparing and publishing a revised FIS and FIRM for a given community. Since January 1989, we have been processing a separate revision to the City of Coppell FIS and FIRM to reflect a restudy of all streams prepared by Kimley-Horn and Associates, Inc. (KHA); therefore, it has been necessary for us to coordinate the HRWS Tract floodway revision request with the KHA restudy. However, due to numerous delays in receiving all the necessary data to support the KHA restudy, we have not yet been able to issue a preliminary revised FIS and FIRM for the City of Coppell. However, we have recently received additional data which should allow us to complete our review and issue the preliminary revised FIS and FIRM. We anticipate issuing the preliminary revised FIS and FIRM for the City of Coppell to reflect the KHA restudy and HRWS Tract floodway revision by the end of September 1991.
