Pertinent information about the request is listed below. Identifier: Flooding Source: FIRM Panel Affected: Windsor Estates and DeForest Court Denton Creek Dallas County and Incorporated Areas FIRM number 4811C0155 J, dated August 23, 2001 We have completed an inventory of the items that you submitted. The items identified below are required before we can begin a detailed review of your request. 1. Our preliminary review reveals that the unincorporated areas of Dallas County, Texas, are affected by this revision. Please provide community acknowledgment in the form of a letter stating that Dallas County has reviewed the revision request and understands the effects of the revision on flooding conditions in the community, or Application/Certification Form 1, titled "Revision Requester and Community Official Form," signed by a community official from Dallas County. 2. Please resubmit an electronic copy of the natural and floodway post-project models. The models submitted were inaccessible. 3. The submitted map titled Flood Plain and Floodway Delineations, contained in the submitted report titled Windsor Estates and DeForest Court, prepared by HalffAssociates, Inc., dated March 1, 2002, does not provide essential information required to complete our detailed review of this request. Please submit a work map that includes topographic information as well as all applicable items listed on Page 1 of 2 of the Application/Certification Form 5, titled "Riverine/Coastal Mapping Form." Topographic contour information used for the boundary delineation of the base flood must be clearly represented; and b. Flow line used in the hydraulic model. Please submit a copy of the public notice distributed by your community stating its intent to revise the floodway, or provide a statement by your community that it has notified all affected property owrlel's. 5. Please submit a letter stating that your community will adopt and enforce the modified floodway. Please submit documentation of individual legal notice to all property owners impacted by any widening and/or shifting of the 1% annual chance (100-year) floodplain and floodway for Denton Creek. This notice must include a descriptive explanation of the impacts caused by the proposed project (see enclosed example notification letter). In compliance with 465.6 of the National Flood Insurance Program (NFIP) regulations, the community official responsible for floodplain management must sign and provide in writing a statement that a property or structure, existing or proposed, to be removed from the Special Flood Hazard Area (SFHA) meets minimum floodplain management criteria of 460.3 of the NFIP regulations and is reasonably safe from flooding. This statement provides FEMA with assurance that the community has reviewed all development plans and has found them to meet the following requirements: a. The lowest floor elevations (including basement) of all residential structures built in the area to be removed from the SFHA are at or above the base flood (460.3(b)). The area to be removed from the SFHA (including any existing or proposed structures) has been determined to be "reasonably safe from flooding" (460.3(a)(3), 460.3(a)(4), and Technical Bulletin 10-01). c. All applicable Federal and State permits have been obtained (460.3(a)(2)). d. All applicable local permits have been obtained. This includes a local development permit to grade or place fill in the SFHA, and a permit for all existing or proposed construction (§60.3(b)(1)). f. Fill has not been placed in a floodway 460.3(d)(3) that causes a rise in flood elevations associated with the base flood discharge. 6. Please submit a stage-storage-discharge relationship for the storage basin located within your project site. This stage-storage-discharge relationship must correspond to the values used in your hydrologic and hydraulic routing models and must extend to at least the 100-year discharge and stage. Please send the required data to us at the address shown at the bottom of the first page. If all required items are not submined within 90 days of the date of this letter, FEMA will treat any subsequent request as an original submittal, and it will be subject to all submittal/payment procedures. If you are unable to meet the 90-day deadline for submittal of required items and would like FEMA to continue processing your request, you must request an extension of the deadline. This request must be submitted to us in writing and must provide (1) the reason why the data cannot be submitted within the requested timeframe and (2) a new date for the submittal of the data. FEMA receives a very large volume of requests and cannot maintain inactive requests for an indefinite period of time. Therefore, the fees will be forfeited for any request for which neither the requested data nor a written extension request is received within 90 days.
