Dear Sir or Madam:
This letter is being sent in conjunction with the proposed easement between the City of Coppell and
the City of Dallas for drainage facilities near the Elm Fork Trinity River area. Pursuant to Section
3.7 of the Consent Decree, entered by the Court on September 24, 1990, in the case of Walker v. The
U.S. Department of Housing and Urban Development, the City of Dallas is required to forward the
attached Statement of Position to each suburban city with which it enters into a new contract or a
modification or extension of an existing contract. We enclose two copies ofthis Statement pursuant
to that Decree requirement. The Statement of Position is not a contractual obligation, nor is it a part
of the subject agreements; however, we urge you to seriously consider its substance. For our record
keeping purposes, we ask that you or an appropriate City official, e.g. the city manager, acknowledge
receipt of one of the copies of the Statement of Position in the appropriate place at the bottom and
return the copy to the undersigned at the address indicated below. If you have any questions, please

STATEMENT OF POSITION
FOR SUBURBAN CITIES

City of Coppell
The City of Dallas supports the provision of assisted housing for low-income persons as an
important human service requiring careful municipal attention and effective action. It is the view
of the City of Dallas that all of its surburban neighbors should provide their fare share of assisted
housing for low income persons. In that connection, the City has urged and continues to urge its
municipal neighbors to enter into cooperation agreements with the Housing Authority of the City of
Dallas ("DHA") for the provision of assisted low-income family housing.
The City of Dallas urges the City of Coppell to undertake the efforts necessary to enter into
such a cooperation agreement with DHA as soon as possible.
