Soon thereafter, on February 8, 1994, City Council approved the Final Plat for the development of Phase I, providing a 20,000 square-foot facility, which is known as the presem-day Valley Ranch Baptist Church. TRANSPORTATION: East Belt Line Road is a P6D six-lane divided major thoroughfare built within a 120' wide right-of-way. DISCUSSION: The applicant is requesting replat approval for Lot 1, Block A, Valley Ranch Baptist Church Addition, to allow for the second phase of the church to be developed. The subject request is to replat the 7.5 acres of property, establishing necessary easements and fire lanes and abandoning the existing fire lane tumarounds located in the southwest comer of the site. No additional right-of-way is required along Belt Line Road, as this was handled with the initial development of the church. Staff's only concern with the plat is the provision of 25' fire lanes serving the entire site. The existing church is served by 25' fire lanes and staff has no objection to continuing 25' fire lanes throughout the expanded parking lot. However, the 25' wide fire lane is currently encroaching in required parking spaces. Staff recommends that the applicant provide all fire lanes consistent with that on the PD-196 Site Plan for the church, which would entail either shifting the 25' fire lanes or reducing the fire lane to 24' wide. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of the Replat of Lot 1, Block A, Valley Ranch Baptist Church Addition, subject to the following: 1. Revise all fire lane dimensions to be consistent with that shown on the PD-196 Valley Ranch Baptist Church Site Plan. Fully dimension and tie down all easements including existing easements. 2. Resolve any inconsistencies between the 24 and 25-foot firelane widths. 3. Obtain easements from the Irving Flood Control District for the outfall of the 24" and 27" RCP's. Easements should be shown on the plat with reference to volume and page number. 4. Show and label the city limit line along the south side of this property.
