Box 478 Coppell, TX 75019 Re: Denton Tap Road Traffic Signals at Bethel School Road and Parkway Boulevard; and Sandy Lake Road Traffic Signal Modifications at Moore Road Dear Mr. Doyle: In response to your Handwritten Memorandums dated 7/24/89, copies attached, I would like to assure you that we have discharged our professional responsibility in providing the City of Coppell a "full complete and dependable recommendation" regarding the award of the Contract for the subject project. An explanation follows: This project includes Alternate Bid Items 1 and 2 which cover the improvement of the traffic signal system on Sandy Lake Road at Moore Road. The Alternate Bids submitted by both bidders do not address the same scope of work as that in the bid specifications. The Alternate Bid Items proposed are technically sound and acceptable, but they are priced beyond the original budget amount for this item. 2e Pursuant to the above, we do not feel that it is our responsibility to recommend that the City of Coppell award a Contract based on Alternate Bid Items which: Are not in conformance with the Specifications; and May not have adequate funds allocated to them in the City's C.I.P. budget. Therefore, our recommendation to the City of Coppell is that the award of the Contract be based on the 10w base bid. However, should the City determine that it can accept the nonconforming Alternate Bids on the basis of technical attributes and the ability to acquire the additional funding required to include them in the Contract, then the City Staff has the option to make a final recommendation of Contract Award to the City Council to that effect. 17103 Preston Road · Suite 100 · LB 118 · Dallas, Texas 75248 · Phone 214/248-4900 In consideration of the above and our July 21, 1989 "Report of Bid Opening and Bid Evaluations" for the subject project, copy attached, we suggest the following options are available: Award the Contract to Durable Specialties, Inc. on the basis of their low bid without Alternates 1 and 2 for $126,054 if the additional funding is not available and/or the City of Coppell does not agree with the nonconforming scope of work proposed. II. Award the Contract to Durable Specialties, Inc. on the basis of their low bid including Alternate Bid Item No. 1 for $133,854 if funding is available and the technically nonconforming scope of work is acceptable. III. Award the Contract to Arjang Electric Systems, Inc. on the basis of their low bid including Alternate No. 2 for $146,387 if funding is available and the technically nonconforming scope of work is acceptable. IV. Reject all bids and consider revision of scope of work of the project. Then take bids again at a later date. Some things we think the City of Coppell must consider in their choice of the above options are: The base bids submitted for the Denton Tap Road portion of this project fall well below the original budget amount of $170,000. Therefore, it may be possible to apply surplus Denton Tap Road Traffic Signal funding to the Sandy Lake Road/Moore Road traffic signal modifications to cover the alternate bid items the City may wish to include in the Contract. Both Bidders are well qualified to perform the scope of work of the project. The Department of Public Works has expressed the desire to disregard Alternate No. 1 due to past and present operational difficulties with the existing system. Our review of the information submitted by both bidders regarding the actual scope of work proposed for Alternate No. 2 leads us to believe that it is a desirable modification to the existing system if the City of Coppell can afford it. In consideration of the above, if the City of Coppell is able to fund Alternate No. 2 and wishes to award the Contract including Alternate No. 2, then Arjang Electric Services is the low bidder and would receive our recommendation.
