Dear Ms. Sheehan:
We awn a home at 228 Bethel Road in the Creekview subdivision of Coppell. During
late March and early April of this year the retaining wall which spans three properties
(our property and the adjacent properties on either side of ours) suffered severe structural
damage as a result of heavy rains coupled with stream-bed modification on Grapevine
Creek both upstream and downstream of our property.
On Apri18 I had a conversation with Gary Johnson, Assistant City Engineer and he was
to get back with me to discuss the original City approval of the wall construction which
occurred sometime between 1989-1992 and options for resolution of the problem. On
May 6 I called the City Engineering Department again to discover that Gary Johnson was
no longer employed by the City, and spoke with Ken Griffin, Chief Engineer for the City.
Mr. Griffin was very clear that he did not consider this issue the City's problem in that
we owned the property, although he was also very clear that his Department would have
to approve anything the property owners did to address the problem. Mr. Griffin's
position is unacceptable. The City not only approved the original development plans for
the subdivision, and presumably the original construction of the wall, but also the recent
stream-bed modifications which I believe significantly contributed to the recent 30 plus
feet increase in water surface and resulting failure of the wall.
We have a situation in which the value of several properties has been impaired and any
resolution would involve many different property owners and substantial expense. The
City's leadership and involvement in the resolution of this matter is imperative. In this
regard, I will contact your office to schedule an appointment.
