Box 478 Coppell, TX 75019 Re: Dear Ken: St. Joseph Village, Coppell, Texas Site Utility Phasing In our efforts to expedite the completion of our new retirement community here in Coppell, Texas we are requesting a variance to your normal review and approval process, specifically related to the phasing of the site utility work package. All site utilities for both our Phase 1A cottages and for Phase 1B Main Apartment Building are included in our Phase 1A construction package. It is our desire to start the framing construction of the 30 cottages in our Phase 1A construction package prior to completing all of the site utility package work and paving for the Phase 1 B area of the site. We have submitted under separate cover our site utility and paving drawings indicating the extent of the utility and paving required to otherwise support the cottages alone. We additionally believe these drawings reflect that we will meet the operational and safety needs and concerns of the community with this portion of the site development completed prior to start of framing for the cottages. All remaining site development including utilities and paving for the Phase 1 B Main building will be completed over the following three months with all site development completed prior to start of construction of the Main building. Additionally the extension of Star Leaf Road from it's current terminus near the elementary school along the south and east edges of the site to it's intersection with Sandy Lake Road will be completed concurrently. We appreciate you and your staffs continued support in our efforts to bring the St. Joseph Village retirement community to the City of Coppell in the most expeditious manner.
