RE: Consider approval of awarding Bid/Contract #Q- 0402 -02 for the installation of a Traffic
Signal at Natches Trace and DentonTap Road to Sharrock Electric, Inc. in the amount of
$78,922.05 as provided for in CIP funds; and authorizing the City Manager to sign.
On May 20, 2002 four bids were received and opened for the installation of a traffic signal at the
intersection of Natches Trace and Denton Tap Road. Natches Trace is the roadway that accesses Coppell
Middle School North and Denton Creek Elementary School. The low bidder was Sharrock Electric, Inc.
in the amount of $78,922.05. During the construction of signal lights around the City, there are two
factors which often delay the actual installation of the traffic lights. One is the delivery time for the mast
arms and signal poles and the other is the hookup time for the power service. In an attempt to negate
those two factors holding up the installation of this traffic light, we purchased the mast arms and signal
poles directly from the manufacturer at a cost of $13,657. We have also had numerous telephone
conversations with TXU and three meetings in the field discussing the power service to this traffic light.
The project was designed in -house and along with the preparation of the specifications the City dictated
that the calendar days would begin on June 3, 2002 and that the light must be operational by August 19,
2002. This is the week prior to the start of school this year. The traffic light needs to be operational at
that time so that it can be put on flash for two to three days and also to work out any issues that may arise
during the operation of the traffic light. In conversations with the low bidder, it is anticipated that the
actual work in the field will begin toward the middle of June. In conversations with the manufacturer of
the mast arms and poles it is anticipated that they will be delivered toward the middle of July 2002. The
contractor is of the opinion that August 19, 2002 is a very achievable completion date.
In the specifications we doubled the amount of liquidated damages if the traffic light is not operational by
August 19, 2002. My estimate for the construction of the traffic light was $110,000. Considering the bid
price by Sharrock and the cost of the mast arms from JEM Engineering, the total cost of this project will
be $92,579.05. This was a very competitive bid with the three low bidders being within approximately
5% of each other.
Staff recommends awarding the bid for the traffic signal installation at the intersection of Natches Trace
and Denton Tap Road to Sharrock Electric Inc. in an amount of $78,922.05. Staff will be available to
answer any questions at the Council meeting.
