Griffin, P.E. #62480 Director of Engineering/Public Works T H E •C Y T Y •O F COPPELL 01 ekec w.-1 o-5 April 1, 2002 A set of construction plans was recently submitted to the City of Coppell from a civil engineering firm called Enoch Inc. 3109 Knox Street, Suite 613, Dallas, Texas 75205. The person who has been dealing with the City throughout the entire process of plan approval through the City is Jared Michael Jackson Jr. In conversations with Mr. Jackson it is my understanding that he is the owner of Enoch Inc. What got our attention was when the final plans were submitted they were not sealed by Mr. Jackson but sealed by Dejan Perge certificate number 77159. Upon investigation through the Texas Board of Professional Engineers web site, it was discovered that Mr. Perge works for TxDOT. When I called Mr. Jackson to inquire about this I was informed that Mr. Perge was a 10% owner of Enoch Inc. and that Enoch Inc. was a registered engineering firm with the State of Texas. My concern is that throughout the process, Mr. Jackson has indicated that he is the one performing the design of the improvements for the development. But upon submittal of final plans, a different seal was affixed to the final plans. When I questioned Mr. Jackson he indicated that Mr. Perge did review the plans. I am somewhat uncomfortable with this process because it is my understanding that the work has to be supervised or designed by a professional engineer. I find it difficult to believe that a complicated set of design plans can be supervised when the only person with a seal has a full time job with a different entity. We are in the process of trying to approve the plans for construction but at this point are uncertain how to proceed. If the approach taken by Enoch Inc., Mr. Jackson and Mr. Perge is acceptable then the City will approve the plans for construction. If it is an unacceptable approach to design then I am reluctant to approve the plans for construction. I can be contacted at 972/304 -3686 to discuss this further.
