The 90 -day deadline is on Thursday, June 20, 2002. A statement indicating the action or steps taken to respond to each comment is provided below. A copy of the Letter of Map Revision (LOMR) was sent to Mr. Doug Keesey of the Dallas County Public Works Department. After a quick review, he informed me that the unincorporated area in question was actually in Denton County instead of Dallas County. Therefore, I sent another copy to Ms. Cathy Allcorn of the Denton County Public Works Department. Her department has reviewed the LOMR and has provided us with a signed copy of the Application /Certification Form 1, titled "Revision Requester and Community Official Form. It is provided as an attachment to this letter. 2. An additional copy of the electronic natural and floodway post - project models has been provided as an attachment to this letter. 3. The submitted map titled Flood Plain and Floodway Delineations, contained within the LOMR titled, Windsor Estates and DeForest Court, has been updated. The flow line used in the hydraulic model has been added. In addition, the topographic information was made to print out darker and the map was printed on 24" X 36" paper to help make it more legible. 4. A signed affidavit from the Citizens' Advocate, the local newspaper of Coppell, Texas, has been provided stating that the public notice has been printed twice, on May 17, 2002 and also on June 07, 2002. 5. A letter from Mr. Kenneth M. Griffin, P.E., Floodplain Administrator for the City of Coppell, Dallas County, Texas, has been provided as an attachment to this letter. The revised (post - project) model does not affect the 100 -year floodplain or floodway, by widening or shifting, either upstream or downstream of the property owned by the requester for this Letter of Map Revision. Application /Certification Form 1, titled "Revision Requester and Community Official Form has been provided with the original submittal. In addition, the 100 -year floodplain elevation has not been raised at any location within the study limits, from the corrected effective model to the revised (post - project) model. In several instances, the 100 -year floodplain elevations have been slightly reduced. 7. A letter from Mr. Kenneth M. Griffin, P.E., Floodplain Administrator for the City of Coppell, Dallas County, Texas, has been provided as an attachment to this letter. a. The second paragraph indicates that the finished floor elevations are above the base flood. b. The second paragraph indicates that the area to be removed from the SFHA is reasonably safe from flooding. c. The third paragraph indicates the Floodplain Development Permit has been issued on June 9, 2000. d. Same as (c) above. e. The third paragraph indicates that no fill has been placed in the floodway to cause a rise in the base flood. 8. The storage basin located within the project site is used only to compensate for the loss of valley storage. It is not used for any hydraulic routing purposes for this reach. The City of Coppell offers no objections to the requested map revisions and agrees to adopt and enforce the modified floodplain and floodway limits in accordance with the National Flood Insurance Program regulations and the City of Coppell's FloodpUn Management Ordinance as adopted by City Council on June 26, 200I (see attached). In accordance with the National Flood Insurance Program regulations and the City of Coppell's Floodplain Management Ordinance, the reclamation of property associated with Windsor Estates and DeForest Court is reasonably safe from flooding associated with the 100 -year floodplain of Denton Creek - The City of Coppell's Floodplain Management Ordinance does not allow any construction within a designated floodplain. In this particular area the floodplain elevation is 452. The lowest allowed minimum finished floor in Deforest Court is 453.4 and the lowest allowed minimum finished floor in Windsor Estates is 455.2. The allowable minimum finished floors are as established in the Letter of Map Revision Study for Denton Creek. Floodplain Development Permit #000609AH was issued on June 9, 2000 for the reclamation of Windsor Estates and DeForest Court. Based on the existing floodplain maps and the reclamation study no fill has been placed within a floodway. Also the study shows that there is no rise in the base flood elevations.
