CURRY EXECUTIVE VICE PRESIDENT DIRECTOR OF PLANNING Enclosed is a copy of the geotechnical report for the referenced project. As you can see from the testing results the soil in the addition is a low plasticity very sandy clay. The P.I. of the surface soils is in the 8 to 16 range. We agree with the reports recommendation that the lime be eliminated or significantly reduced. We feel that the use of lime will impart little if any useful modification to the surface soils on the site. It is our understanding that Parkway Blvd. and Minyard were built without lime. We will still scarify and mix the surface soil to a depth of 6 to 9 inches and compact it to a 95% standard proctor density under optimum moisture. By submittal of this letter we request that you waive the lime subgrade as permitted in your subdivision ordinance. I would also like to take this opportunity to clarify several comments from City staff concerning the engineering plans. The overflow flumes for the addition are being placed to secure a route for excess water to exit the addition in the event of a severe storm. In actuality the storm system is sized to handle the City's 100 year flows for a residential area. Only two of the flumes may see water due to the 100 year storm. The flume that runs between lots 3 and 4, block D(16.3 cfs) and the flume at the end of Matheson Court(1.3 cfs) are the only ones that will see any water during a 100 year storm. The eight foot flume between lots 3 and 4 is sized to handle the flows that it will be receiving and to make it wider is to invite the use of it for short cutting through the block. You and I discussed the width of the flumes on a couple of occasions and felt that it would be in the best interests of all concerned to keep them as narrow as is possible. The general maintenance of the flumes (cleaning) will probably be performed THE NELSON CORPORATION by the property owners. Another issue from Public Works concerns the request for a barricade at the end of Parkway Blvd. We do not have a problem with placing one there except that it is currently being used as an access point for the undeveloped property adjacent to our project. We are constructing sidewalk along Parkway Blvd. frontage. The Minyard Drive frontage will have sidewalk installed along the screening wall only during the initial project construction. The lots side to Minyard and the sidewalk should be constructed by the home builders. I believe that the front and sideyard walks are required for the house construction by your ordinances. Sidewalk along Coppell Road has not been proposed with our construction plans because it is an unimproved roadway. If you desire we will escrow money or construct the walk as you direct us to do. This last week we received a faxed copy of your letter to our client, Jim Sowell, concerning the street assessment for Coppell Road. I discussed the matter with him today and it is our position that the street assessments should not apply to the replatting of the property. As you are aware this property was platted as a multi- family tract several years ago and fees were assessed at that time. In your letter you state that you can't find anything that indicates that the fees were paid for the roadway. We have produced copies of checks and receipts that indicate that fees were paid on several of the assessments for the tract and we were proceeding with the project under the assumption that only water and sanitary sewer impact fees were the only major fees on the development. The $66,000.00+ fee for the improvements to Coppell Road is a rather significant amount and of serious concern to our client. How could the previous plat of the property been approved without the payment of all fees due to the City of Coppell? We would appreciate your response to this question.
