I talked with Ann Marie Gallery with the TNRCC about the petroleum tanks located at
PSlnet. She said that any petroleum storage location that stores more than 1320
gallons of a petroleum product must have a SPCC plan (spill prevention plan) that
provides for secondary containment. The SPCC plan must be filed with the EPA. A
berm must be constnacted all the way around the tanks that will contain 110°~
capaaty of the largest tank. All water contained within the berm, including rainwater,
is considered wastewater and not storm water.. Wastewater is not allowed into the
storm sewer system and must be tied into a POTW. PSINet might be able to tie into
the storm water system if they pretreat the wastewater with the oiUwater separator
and apply for a storm water discharge permit. I am not sure about how a spill would
be handled though. I talked with the City's Fire Marshall and he agrees that the
oiUwater separator can not be tied into the storm water system.
It is my understanding that the tanks need to be registered with the TNRCC. It might
be best to have someone from TNRCC look at the site. Shou-d you have any
