Regarding the letter from Rebcon, Inc. dated September 1, 1998, I would appreciate a
meeting with Mr. Bibby, Martin Ledford, and yourself to discuss this matter before any
action is taken. I would like to establish how we will confirm what is the standard of
practice for vertical information to be provided on bridge plans. ('If the City in fact
determines our plans should have provided this information, we prefer this cost be
addressed by our firm and not the City. If this information is found not to be standard
information provided in the plans, then we recommend the City not reduce the deck
credit.) I would express my view that information provided in TxDOT plans for bridge and
roadway projects is not a standard of practice for municipal or private projects. I am
clearly aware that Rebcon has not been satisfied with the quality of the bridge plans. ~
think it would be desirable to discuss issues and try to establish a firm understanding of
any concerns Rebcon may have. We wish to satisfy the City's needs on this project as
their Consultant, and if we need to address any matters, I would like to clarify them at
this meeting. If there are any additional concerns regarding the bridge, we need to know
immediately so we may address them in a timely manner. Several of the bddge issues
came up at a time when Mr. Ledford was out of the state on vacation which delayed
several of the responses.
Regarding the request for extra pay for the geotextile fabric in the letter dated
September 4, 1998, we request other issues regarding the gabions be confirmed before
payment is made. We would ask that a comparison of the bid gabion quantity versus the
installed quantity be determined along with evaluations regarding the fabric. The exact
quantity cannot be determined until the east side of the bridge is installed, If the
Carthage Mills fabric is more expensive than the bid fabric, it is a legitimate item for
additional payment. We would ask the contractor provide information supporting the net
difference in cost. This could be a letter from the supplier from both products to
demonstrate the unit cost for the size project involved. Also, we would ask to confirm
the bid surface area of gabions versus the as-built area to confirm the quantity
difference. There may be less quantity with the as-built surface area based on the
changes agreed at the job site meeting three weeks ago. if you prefer that our firm
make a determination regarding this matter, please direct the contractor to provide the
supporting information discussed above. If you wish, we will make a job site
measurement of the as-built gabion area to confirm the quantity after the east bridge is
installed.
