SIZE OF AREA: Approximately 1,150 square feet. CURRENT ZONING: PD -178R (Planned Development -198 Revised) REQUEST: PD -178R3 (Planned Development -178 Revision 3) to allow an amendment to the Planned Develop- 1Xment's attached signage requirements. Tate Ave. Grapevine, Texas 76051 817 - 424 -2000 817 -424 -2810 Steve Barryman US Signs 2220 San Jancinto Denton, Texas 76205 940 -380 -9153 940 - 380 -9395 HISTORY: This property was rezoned from C (Commercial) to Conceptual Plan Development District (PD -178) for commercial uses in 1999. In March 2000, Council approved detail site plans for this property -- the eastern 1.8 acres for retail /medical /restaurant uses, and the western 2.7 acres for a day -care building and a child - development facility. Item # 4 Page 1 of 3 On January 9, 2001, Council approved S -1183 for Quizno's restaurant and S -1182 for a coffeehouse in this shopping center. Revised signage for CC's Coffee House was approved in May of 2001. On September 18, 2001, Council approved S -1190 for the Green Pepper restaurant, which is located at the northern end of this center. On December 11, 2001, Council approved S -1194 for Frost Bites Italian Ice, subject to a specific sign plan (consisting of ivory channel letters) which was attached to and made a part of the ordinance establishing this use. However, the installed sign was substantially different than the sign approved as part of the establishing SUP, having a logo occupying approximately 50% of the signage, plus additional words. As instructed by the Planning and Zoning Commission, approval for this revised sign was requested through the public hearing process and was subsequently recommended for approval on May 16, 2002. City Council consideration is scheduled for June 25` TRANSPORTATION: Denton Tap Road is a P6D, six -lane divided thoroughfare, with 37 feet of paving in each direction, contained within 110 -120 feet of right -of -way. Town Center Blvd. West is a 27 -foot wide local street allowing access to the Coppell High School property. SURROUNDING LAND USE & ZONING: North- single- family development; PD -129, SF -9 South - undeveloped; C (Commercial) East - Comerica Bank; TC (Town Center) West - single - family development; SF -12 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for retail and commercial uses. DISCUSSION: This request is to revise the existing GameStop sign to allow for one -half of the letters on the sign (the Stop) to be red letters. As discussed in the HISTORY section, detail plans for this retail center were approved in March of 2000. The conditions for this PD specified signage criteria, which specifically stated that the signage shall be limited to: Individually lighted and mounted channel letters, with RHOM & HAAS 32146 or Equal, Ivory 1/8" thick Item # 4 Page 2 of 3 Plexiglas Faces......... Typestyle color or logo exceptions are only by written approval of owner. All lettering in the existing signage at this center consists of ivory channel letters. Logos have been permitted for Quiznos, CC's Coffee, although limited to a maximum of 20% of the sign area. Frost Bites also incorporated a logo; however, it is currently being requested to occupy 50% of the sign. The permit for the Frost Bites sign was granted prior to the passage of the ordinance limiting the logo to 20% of the signage. City Council consideration of this request is scheduled for June 25` On March 19, 2001, Council approved various revisions to the Zoning Ordinance based on recommendations of the C.I.V.I.C. Report. One of the regulations specifically states that: "(i) Attached signs shall consist of individually mounted channel letters in white, ivory, black or neutral colors. Raceways shall match the color of the materials to which they are mounted. All illumination shall be limited to white or off - white. Logos in any color shall be permitted, but shall not exceed 20 percent of the area of the sign. " The requested change in color of one -half of the sign from ivory to red is in direct conflict with the PD -178R conditions for this retail center, Ordinance No. 91500 -A -319, and is inconsistent with the existing ivory letters on all the other lease space in this center. Therefore, staff cannot support this request. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending DENIAL of the request to amend PD -178R to allow 50% of the GameStop sign to be red letters. ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
