On April 23, 2002 the City of Coppell opened bids for the yearly reinforced concrete street repair program. The
bids were for fiscal year 2001/2002, which is defined as beginning on October 1, 2001 and ending on September 30,
2002. Your firm was the low bidder on the project.
On May 28, 2002 the project was awarded to your firm in an amount not to exceed $610,000. On July 17, 2002, a
preconstruction conference was held on this project. In reviewing the contract for this project there appears to be a
discrepancy on when this project should start and end. On Page 20 of your bid you indicated "150 calendar days to
complete the work ". This was written right above" Note: All work must be completed by September 30,2002".
On the "boilerplate" information attached for contract purposes, the City inadvertently checked the wrong box on
Page 25. Two options are given on that page with one being a fixed price /fixed time limit and the second being a
specific one -year duration. The one -year duration was checked indicating that the project ran from 6/03/02 thru
6/03/03. In fact, based on your bid and notes in the specifications, the project was scheduled to be completed prior
to September 30, 2002. A portion of the money allocated for this project is budget year money and as such we are
attempting to carry that money forward into the current budget year which began on Oct 1, 2002.
The discrepancy in the contract and specifications concerning the completion time on this project has created a
problem for the City of Coppell. We have numerous citizens inquiring as to when their street or alley repairs will be
corrected and we are trying to move forward with our fiscal year 02/03 pavement repair project.
The purpose of this letter is to attempt to gain a timetable of when you are expecting to start this project and whether
or not the project will be completed within the 150 calendar days of which you indicated on your bid.
Please respond back to me at your earliest convenience so that this information can be passed along to citizens
inquiring about their requested repairs. If you should have any questions or need any additional clarification please
