If you are seeking direction from me, I would suggest that you break out the Bethel/ Denton Tap
improvements from the MacArthur /Beltline improvements and bid MacArthur /Beltline now. There is no
guarantee that you will ever be able to negotiate the easement. I have no knowledge of what negotiations
have taken place, what offer has been made, etc. To suggest that I'm am holding up this project is not
correct. I have only attempted to explain the issues to the property owner. The County holds the cards on
the acquisition of the easement. The MacArthur /Beltline is critical to the City for traffic movement
purposes. We have had a widening of MacArthur on hold for several years waiting for the construction of
the intersection.
Summary: My opinion is that you separate the intersections and bid MacArthur /Beltline now.

What should we do? Should the County proceed with a final offer, get fee proposal for changing design,
separating of intersections, etc.? Everything has stopped until we get direction from you.

I have not heard anything. I did speak with the the son -in -law last
week, but I did not get the impression that they were ready to agree to
anything.
