I'm ok with either firm. The City will be responsible for testing during the project; ie, we will hire and pay
for the geotechnical services during the project. After recent experiences, it is my opinion that the geotech
firm needs to be working for the City, not the contractor.

Ken & Mike,
We had originally included Rone Engineers as part of our project design team
for W. Sandy Lake Road. My relationship with Rone for a number of years has
primarily been through Charles Jackson, their Director of Engineering, and
it was that relationship that made Rone our choice as Geotechnical Engineers
on our project team for West Sandy Lake Road. However, as you may know,
Charles Jackson recently left Rone Engineers in order to start his own
geotechnical firm called CMJ ENGINEERING, INC., which has caused us to
re-evaluate our choice of Rone as our geotechnical consultant for this
project, as well as others. The purpose of my writing to you is to ask for
your permission to change the make-up of our project team by selecting a
different geotechnical consultant.
We have confidence in Charles Jackson and his new firm's ability to perform
quality and timely geotechnical services on this project and would have no
problem having them provide the necessary geotechnical services for design,
however, they are not equipped to perform materials testing during
construction. This could be an issue if the City wanted to perform their
own materials testing or select a firm of your choosing for materials
testing during construction, rather than making that the responsibility of
the Contractor. As I recall on Wrangler Drive, the Contractor was
responsible for materials testing, as directed by the City. On this project
will the City select the materials testing firm or will that be left to the
Contractor?
Another firm with which we have a solid working relationship with is Trinity
Engineering and Testing. Mike Shiflett, with Tdnity would be the engineer
in charge of this project, if that firm were chosen. Trinity performs not
only subsurface exploration, laboratory testing and other geotechnical
related engineering, they also perform materials testing during
construction. Either consultant would provide excellent geotechnical
services for the design of this project. Trinity, however, has the -
flexibility of also performing materials testing during construction, if
that matters to the City.
In summary, please let me know if the City has any preference or
recommendation in regard to this matter. We have no intention of requesting
any modification to our contract as a result of a change to either one of
these consultants. Our purpose is simply to provide the best service to the
City, by subcontracting with a geotechnical engineer with whom we have a
confident working relationship.
