SIZE OF AREA: Approximately .802 of an acre of property. CURRENT ZONING: PD-97-R (Planned Development-97-Retail). MA International 10203 Corkwood Dr., Ste, 110 506 Melrose Drive Dallas, Texas 75238 Richardson, Texas 75080 214-341-2656 972-644-24539 FAX 214-341-2982 FAX 972-644-2414 HISTORY: In 1985 the City Council approved a zoning change from a Multifamily-2 District and a Retail District to PD-97 for retail uses on this property and the adjoining 120,000 squaze-foot shopping center on 11.6 acres of land. The Final Plat for the Comers of Coppell Addition was approved in 1986, which encompasses the subject property as Lot 2. No mutual access or fire lanes to serve Lot Item # 9 Page 1 of 4 2 were recorded as part of this Final Plat; however, the current applicant has provided staff a copy of a "Reciprocal Easement Agreement" which provides for non-location specific cross access between Lot 2 and the remainder of the shopping center. The owners, at the time of the agreement, were Southland Corp (7-11) and Corners of Coppell Joint Venture. It appears that the shopping center changed ownership between 1986 and 1992. In 1992, the current owner, Blue Chip Partners, replatted the Corners of Coppell into three lots to allow for the marketing of the individual lots (building and parking) for office uses. Lot 2 was not included in this replatting activity nor was any provision for mutual access between these two lots. TRANSPORTATION: Sandy Lake Road has recently been improved to a four-lane divided thoroughfare within 110 feet of right-of--way. MacArthur is constructed at a four lane divided thoroughfare with sufficient right- of-way to accommodate asix-lane divided roadway. SURROUNDING LAND USE & ZONING: North - Retail; C (Commercial) South -Vacant Shopping Center; PD-97-Retail East -Single Family-Woodridge, Section 5; PD-145 West - Vacant Shopping Center; PD-97-Retail COMPREHENSNE PLAN: The Comprehensive Plan shows the property as suitable for neighborhood retail uses DISCUSSION: This request for replat approval is the companion request to the amendment to PD-97-R to allow for the development of a retail building on this tract of property. Given that staff is recommending the site plan for the retail building be held under advisement to allow additional time to resolve access and fire lane issues, this plat needs to be denied per Section 212.009 of the Local Government Code, which states that if action is not taken on a plat within 30 days of the date it is submitted, the plat is considered approved. It can be brought back with the zoning request at a later date. Anew application fee will not be required, only a revised plat Item # 9 Page 2 of 4 which addresses the access and fire lane issues, and revised to reflect the following: 1) The filing information of easement instruments required to provide needed off-site mutual access and fire lanes. 2) The extension of the fire lane along the west side of the property. 3) The recording information on the abutting properties needs to be corrected to reflect the Corners of Coppell, Lots 1R, 3R&4R, Block 1, Replat, filed in Vol. 92191, Pg. 1015. 4) Correction of the format and the spelling of the Flood Plain Administrator's signature block. 5) Correction of the location of the property on the vicinity map. 6) Correction of the building lines to be as required in the Retail District, as reflected on the site plan. 7) Need to add a line for the City Secretary's signature. 8) Correct the Abstract No. for the James Pamsh Survey to Abstract No. 1139. 9) Easements as required by the City and Oncor need to be added to the plat. 10) Add Finished Floor Elevation. 1tECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending DENIAL of the replat of Corners of Coppell, Lot 2, Block 1. (972) 304-3503 COMMENT STATUS: ~ -~ ~ PRELIMINARY ~ ~ 1. Fire lane on North side does not meet Fire Code requirements. If fire lane is to extend to the existing parking lot, then a fire lane will need to be dedicated as an easement on that property. In addition, the existing parking lot will be required to be kept open at all times, as well as being properly stripped as a fire lane. Before the fire lane can be approved, a letter from a registered professional engineer stating that the existing bridges aze capable of supporting fully loaded fue apparatus, including ladder trucks will be required. 2. An additional fire lane will be required on the West side of the property. 3.
