Box 2352 Coppell, TX 75019 RE: Connell Bible FellowshigFee Assessments Dear Mr. Clark: I received your letter dated October 3 in reference to the waiver of city fees as assessed by our Engineering Department under the city's Impact Fee Ordinance, as authorized by the State of Texas. In reviewing your letter, as well as the city's Impact Fee Ordinance, a Public Hearing must be held before the City Council in order to grant a waiver from the Impact Fees as established by Ordinance. Said Hearing wilt be scheduled for October 22, 2002 at the regular City Council Meeting. Council Meetings begin at 7 p.m. in the Council Chambers here at Town Center. I will be enclosing a copy of your letter, plus the attached Exemption Application supplied by the Dallas Central Appraisal District as backup to this agenda item. During the Public Hearing you may present your case regarding your request for waiver. Let me advise you that as of this date, the city of Coppell has not waived any Impact Fees for any churches in our community. If you have any further questions, please feel free to contact me. Also, please advise if the October 22 date is inconvenient or if you cannot attend. We were not aware of the number nor the amount of the fees listed. With this letter we are requesting the City of Coppell waive our Fees as we are anon-profit, tax- exempt entity (See attached letter from the Dallas Central Appraisal District dated March 14, 2001). We have worked closely with City Staff over the past few weeks toy gain City Council approval. We are truly grateful for this approval and appreciate all who have spent their time and energy to make our project a success. As anon-profit entity, every dollar we can save gives us more resources we can use toward church-related items (ministries, furniture, interior knishes, etc.). This first step for our church is a big one as we are going from nothing to a modest building with site preparation to provide for two additional future buildings. In our contact with the Oak Bend Estates Home Owners Association, we were not able to save money on a living fence. The screen wall, which the Home Owner's Association wanted, will cost us an additional $30,000. The high cost of site work and the required exterior finishes has put a strain on the construction budget. Perhaps the City of Coppell will help us in our quest to establish a permanent presence in Coppell by waiving the Assessment Fees. Thank you for your kind consideration. Providing there is no change in the qualifications of the organization and usage of the property. However, you must reapply of the Chief Appraiser requests you to do so or if you want the exemption to apply to property not listed above. You must notify the Chief Appraiser if and when your right to this exemption ends. This exempt status will be reflected on the tax rolls of all taxing jurisdictions in which the property is located. This section of the tax code stipulates that the taxes for the year the exemption was granted must be unsaid. Your organization would not qualify for a refund for any taxes already paid.
