RE: Consideration and approval of a request to temporarily close Burns Street and
Hammond Street to allow for repairs to be made.
Date: June 29, 1995
This agenda item is brought forth requesting approval to temporarily close Burns and Hammond
Streets as shown on the attached diagram. Burns is a through street from Freeport Parkway to
Coppell Road. Hammond is a cul -de -sac north off of Burns. There currently is no development
along either Burns or Hammond that would be impacted by the closure. Home Interiors
Distribution Center is located at the corner of Burns and Coppell Road with driveway access to
Burns Street. This closure would start at Home Interiors' most western driveway and proceed
in a westerly direction to Freeport Parkway. While the closure is being requested so that repairs
can be made to the roadway, the most significant request is that the streets be closed until further
notice. Neither Burns or Hammond is listed on the Thoroughfare Plan, therefore they are not
considered essential to the flow of traffic in the general area. Burns historically has been used
as a staging area for trucks unloading at the Minyard Center on Freeport Parkway. With the
closure of the road, any traffic currently using Burns would be moved to either Southwestern
Blvd. or Bethel Road. With the exception of Home Interiors Distribution Center, all property
that fronts on Burns and Hammond is under the ownership of Carter Crowley Properties. The
request to close the road was made by the Executive Vice- President of Carter Crowley
Properties.
Because this roadway is not on the Thoroughfare Plan, there is no existing development adjacent
to the roadway, and because all adjacent property to both roadways is under one ownership that
is requesting the closure, staff recommends approval of the temporary closure for Burns and
Hammond Streets. With this recommendation, staff offers no objection to the road being closed
until further notice by representatives of the Carter Crowley Properties.
Staff will be available to answer any questions at the Council meeting.

Dear Mayor Morton:
Please accept this letter as our request to temporarily close Burns and Hammond Streets
to permit us to effectuate repairs to the streets. We further request that the streets remain
barricaded until we request otherwise. Barricades could be placed at the intersection of Burns
dt Freeport Parkway and on Burns at the westernmost edge of the west driveway serving the
Home Interiors Distribution Center. Thank you for your consideration.
