This letter is to confirm our conversation today regarding the storm drainage problem on the above
referenced project. It is our understanding that the Street Department has attempted to flush out the
storm drainage lines and has had very little success. Based on this experience, it is the opinion of the
Street Department that there is some type of structural failure in the storm drainage system. It is our
understanding that your next course of action is to uncover the existing wye connections to ascertain
the extent of damage. We also understand that the City of Coppell has not allocated funds to perform
this work, and that the City is currently evaluating the availability of funds and manpower to complete
this work.
I have relayed this information to Carter- Crowley Properties, Inc., and we have discussed the overall
situation extensively. Carter- Crowley Properties, Inc. has committed to spend a large sum of money
to remove and replace a portion of a city-owned street. It is still their position that the repair and
replacement of the existing storm drainage system should be the responsibility of the City of Coppell.
Based on our recent conversations, it appears to us that the Street Department had additional
knowledge of the situation, and this additional information was not conveyed to us prior to the start
of construction. Carter- Crowley Properties, Inc. has ceased work on the project until this problem
is resolved. If you have any questions or require any additional information, please do not hesitate
