In response to your telephone call, I again visited the referenced project site. The only change that I
see is the rye grass that was sown by the property owner at the northwest corner of the site. As you
know, the rye grass will be gone in the spring. The block sodding that was placed in the fall has
taken hold and that problem is resolved. While on the site, I measured the length of the 6' x 5' box
culvert. It measures 175 feet. We have paid you for installing 175 feet of 6' x 5' box culvert.
Where is the Type `M' manhole? You are not only asking me to pay for hydro mulch seeding that
does not meet the requirement as described in description of pay items 2. 10, but you are asking me
to pay for a box you did not build and it is to be considered to be part of the 6' x 5' box culvert that
we have already paid for.
I do understand that there were costs associated with providing a connection for the 54" pipe and
providing access to the 6' x 5' box. Since no information was provided, I paid for the
aforementioned work as follows:
1) Item #6, Type M manhole was not built. The 6' x 5' box culvert was plugged by using a precast
plug cast with an opening to accept the 54" RCP. The last joint of the 6' x 5' box culvert was also
cast with an opening in the top to provide access to the storm drain system. One linear foot of the 6'
x 5' box culvert contains 22 square feet. The plug for the 6' x 5' box culvert contains 42 square
feet or is equal to approximately two linear foot of the 6' x 5' box. The price per linear foot of the
6' x 5' is $320 and the 2 linear feet would be $640.
2) A precast cone section with ring and cover was placed over the opening in top of the 6' x 5' box.
I paid $500 for this.
3) In addition, I allowed $700 for tying the 54" RCP into the 6' x 5' box.

This amounts to $1840 and I rounded that off to $2,000 and that amount, less the retainage has been
paid on Pay Item #2, Cast in Place 6' x 5' box culvert. A copy of the last estimate is enclosed for
your review.
At this time as I see it, we have the following options:
• You may present whatever information you have that would be helpful in determining a final
value for the work done or you may accept the quantities as presented. Once this issue is
resolved we can release all except one -half the hydro mulch value and you can come back when
the weather permits, perform whatever reseeding that is required and then receive final
payment; or
• You may accept final payment at this time with a deduction of one -half the value of the hydro
mulch and the City of Coppell will be responsible for whatever reseeding is required next
spring. You may, of course, submit any other options for consideration.
Please respond as soon as possible so that we may bring this project to a successful conclusion.
