Dear Mr. Clark: This letter is written in response to your request for a median opening approximately 255 feet east of your western property line. In reference to the construction plans for Sandy Lake Road, that would place the median opening at approximately Station 45+25. That location is within the transition area of a left-turn lane to serve State Road. Therefore, a median opening cannot be provided at that location. The Subdivision Ordinance of the City of Coppell requires that the minimum spacing between median openings is 420 feet. Currently, the spacing of the median openings that serve Oak Bend Drive and State Road is 605 feet. To interject another median opening between those points would obviously create spacing that was not in compliance with the Subdivision Ordinance. Therefore, nowhere along Sandy Lake Road, between State Road and Oak Bend to the east, can a median opening be installed. In reviewing the Sandy Lake Road plans to determine if there was an opportunity to obtain a median opening, it appeared that a hooded left-turn lane might be possible approximately 145 feet east of your desired location. This would make the centerline of the hooded left-turn lane approximately 400 feet east of your western property line. A hooded left-turn lane is a design that would allow vehicles headed west onto Sandy Lake Road to turn into the church site. However, it would not allow vehicles to leave the church site and turn back west on Sandy Lake Road. To accomplish that they would have to exit to State Road and then turn left onto Sandy Lake Road at that location. Hooded left-turn lanes have been utilized on North MacArthur Blvd. to serve a residential subdivision and North Denton Tap Road to serve commercial development immediately south of S.H. 121. In regard to your original request, again it is not possible to install a median opening approximately 255 feet east of your western property line. If you should have any additional questions please feel free to contact this office or you may wish to have your engineer contact this office to discuss the concept of a hooded left-turn lane in greater detail.
