ST9304-CS 900606 ~ ~~~ From Dept. Phone # June 6, 1990 Schrader & Black Associates ~ 2001 Bryan Tower, Suite 3910 . Dallas, TX 75201 RE: City of Dallas Agreement--Belt Line East/West Dear Mr. Schrader: After our last discussion on the proposed Belt Line East/West agreement with the City of Dallas, I am concerned that Mr. Keheley and the Dallas City Council may not be fully aware of the demands and requests for service that are originating from this section of Belt Line Road. The City of Coppell, because of its appreciation for the City of Dallas and its relationship with the City staff, has assumed the responsibility for responding to many of these calls for service even though they are not in our City, but within the section of Belt Line which is in the City of Dallas. I asked both our Police Chief and Fire Chief to review their records of calls for service to that section of Belt Line East/West which is within the Dallas city limits and received the attached responses. Even though the nu~ers may appear to be small and insignificant to a large city like Dallas, in a city with very limited resources (24 total police officers and 24 fire fighter/ paramedics) they are significant. Our Director of Public Works also provided an indication of the resources they are expending on this section of the road. We intend to continue to work with and help the City of Dallas and citizens who need our assistance as long as we can; however, I would ask that you make Mr. Keheley and the City of Dallas aware of this demand for services as well as the significant potential liability in each of these reported incidents for Coppell and the City of Dallas. I am sure that Mr. Keheley can appreciate this concern and understands that a lost lawsuit could negate any of these good will gestures and the economic advantages for Dallas keeping the North Lake property within their jurisdiction. FO2,;rAP, DED TO MAYGtl AND COUNCIL DATE:) , Mr. George Schrader June 6, 1990 Page 2 Please feel free to make available our reports and position to the City of Dallas as you feel it is appropriate. It is our desire to amicably resolve the road improvement issues as well as work out a long-term arrangement for the City of Coppell to assume total responsibility for the North Lake area. We will be happy to meet with you and/or City of Dallas representatives if it is necessary to achieve this end. Sincerely, Alan D. Ratliff City Manager / ADR/slt Attachments
