ST0102-CS021113 (3)1' H I~ · ¢ I 'r Y · o F COPFELL November 13, 2002 RE: Ruby Road ST 01-02 Construction Phasing The City of Coppell intends to reconstruct Ruby Road in order to provide a safer route to Wagon Wheel Pa~k and the developing industrial area. The improvements consist of the reconstruction of the existing 2-lane asphalt road to a 2-lane undivided concrete roadway with improved storm drainage, and the installation of water and sewer utilities. A construction contract for the project was awarded during the November 12, 2002 City Council meeting. Currently the trees within the project limits are being removed and consUuction of the improvements is scheduled to start in early December 2002. Construction should take approximately 120 days. In evaluating the actual logistics of the recons~uction of Ruby Road, it became apparent that it would be almost impossible to maintain two-way waffle on Ruby Road during reconstruction. There are four driveways that intersect Ruby Road along the north side. Two of these belong to a single-family residence and two belong to the Oak Park Village mobile home park. A three-phase road closure plan was developed to allow portions of Ruby Road to be closed while still maintaining access to and from the adjacent property. Phase I will close the road from State/Freeport Parkway to the west side of the easternmost driveway of the mobile home park. This will allow residents in the mobile home park and the owner of the single- family residence, to exit their property to the east towards Coppell Road. Phase Ii will close the road from the west side of the easternmost driveway of the mobile home park to the west side of the easternmost driveway of the single-family residence. This will allow the residents in the mobile home park to exit using the west access towards State/Freeport Parkway along the newly constructed section of Ruby Road and the owner of the single-family home to exit using the east access toward Coppell Road. Phase [] will close the wad from the west side of the eestemmost driveway of the single-family residence eastward to the intersection of Coppell Road. This will allow the residents in the mobile home park to exit towards State/Freeport Parkway utilizing either driveway. The owners of the single- family home will exit via their western driveway toward State/Freeport Parkway. See the a~_~ehed exhibit for the phases. The contractor for the project is required to prepare traffic control plans for each of the three phases and notify each person in the mobile home park and the owner of the single-family residence prior to implementing any of the phases. The notification will provide an approximate timetable along with a map showing alternates routes to be used during each phase. A turn-around will be consuucted for emergency vehicles and school buses. Closing Ruby Road in phases should expedite conslruction and provide for a saver work zone.
