ST9304-CS 900622 Mr. Ramon Miguez -.'~.
Your proposal for inclusion of 8rrangements for street
maintenance, traffic control, emergency, and police and fire
service on the portion of Belt Line Rosd in Dsllss in the
inter-local agreement under discussion is worthy of
cons ide rat ion.
As traffic has grown, the need for service and maintenance
has increased - 8long with vulnerability for service
deficiencies.
The City of Coppell sys~ematicslly has been providing service
in the segment within its corporat~ limits for which it hss
responsibility and on an 8d hoc basis it has been providing a
variety of serviceson the se~ent within the City of Dallas
corporate limits for which Dallas has responsibility: fire,
police, emergency, traffic enforcement and street
maintenance. Service hss included response to:
motor vehicle 8ccidents
auto fires
gss lesks
trash fires
power lines down
weapons offenses
illegs1 dumping
needs for roadway maintenance
needs for right-of-way mowing
needs for trash collection.
The attached memoranda provide a description of the service
by the City of Coppell on the City of Dallas segment.
I'm providing this to you in advance of a response to your
counter-draft of the inter-local agreement as information for
your review and consideration. The service needs on the-City
of Dallas se~ent have grown to a substantial responsibility

beyond ad hoc response by the City of Coppell. The service
provided by the City of Coppell has become a sensitive
burden. Therefore, Coppell is anxious to develop a system of
planned service across the length of the facility.

In response to your request concerning activity or incidents worked
by the Coppall Police Department during the past ~ear on Bel~line Road
(from Shake & Shingle east to Grapevine Bridge), research reflects the
following:
1. A total of 12 accidents were worked, 5' of which were
injury accidents; .
2. Four (4) cases o~ trespasS;
3. One (1) weapons offense; and
4. Estimate several (6-8) incidents of illegal dumping
that area.
However, prior to January 1990, not all accidents reported to this
department resulted in an accident report being generated; so there may
have aotually been more than our files reflect.
