East Beltline Road opened again on May 25, 1990. It is now open
on two lanes of concrete roadway as work proceeds on the third lane
and as work begins on the westbound half of the project. There
should be no further closures of E/W Beltline due to flooding.

On May 15, 1990, late afternoon, after the City of Dallas'
Engineer inspected and determined that the Sandy Lake Road Bridge
over the Elm Fork was safe at the current posting', the roa~g opened.
It has remained opened since that date.
Due to the predicted but uncertain outcome of the City o/' Da-

It opened on May 16th around noon.

RE: Re-closing of East Beltline Road
Mike Sharp contacted me this morning. East Beltline Road will have
to be closed again this evening. The road conditions have
deteriorated rapidly, which will make travel on that section of
road hazardous. The repairs to the road necessary to restore
acceptable driving conditions would be excessively costly.
Mike Sharp, through the City of Carrollton, is having signs made
to notify motorists of this condition. It is predicted that the
road should reopen on May 30, 1990. I have prepared a cable
message.

RE: Road Closures- East Belt Line Road and Sandy Lake Road
Councils/Request for Status - Tickle 5-17-90
Sandy Lake Road opened late afternoon on May 5, 1990, after the
City of Dallas' Senior Engineer inspected the Sandy Lake Bridge
over the Elm Fork. His initial concerns were dismissed after
comparing his observations to the State's off system bridge rating
reports, which had been performed previously.
Much to our surprise, Dallas County went ahead and made repairs to
the old pavement on E. Belt Line Road, it opened on May 16, 1990
around noon. Mike Sharp, however, indicated that if pavement
conditions deteriorate that the road may have to be closed again.

- Council's Request for Status
Due to an inquiry made at the Council meeting on Tuesday, May 8, ~~'
I have contacted various organizations to obtain status. .rn
speaking with Mike Sharp of Dallas County R & B District 1, I have
been informed that East Belt Line Road will be closed for a period
of 30 days, which will allow them to finish construction o~~ a
portion of the eastbound lanes on which traffic could then IL e
routed. This will enable the project to not incur any add.itiona]
expense in repairs to the currently deteriorated driving lanes
which will be removed in 30 days anyway.
I contacted Donnie Hampton of the City of Carrollton to check 'their
status of Sandy Lake Road, they have had crews out today to survey
the damage caused by the waters and feel confident that unless some
unusually bad condition persists, the road could be opened within
a day of the water's recession.
I contacted the Corp of Engineers at Grapevine for a pred]ctien
which they are always hesitant to give. Grapevin~ is still
currently 1.5 feet over the spillway as is Lewisvix ~ e. Very'
optimistically it would be two weeks before Grapevine wou~d be am2. e
to go to a controlled release.
It is staff's impression that as long a Grapevine Lake js
experiencing an uncontrolled release over the sp].llway, Sandy j. ake
Road will likely remain closed.
The next status will be provided on 5/18/90.

RE: High Waters at Ground Storage High Pressure Pumping
Facility; East Sandy Lake Road
As you are aware we experienced flooding conditions at our Sandy
Lake Road ground storage/pumping facility. Precautions had been
taken prior to the flooding of May 3rd, however no one could
predict the magnitude of the floodwater we experienced, especially
with the additional rains received the evening of May 2nd and early
morning of May 3rd.
Staff constructed an earthen berm and sand-bag retaining wall
around the Dallas/Coppell control building and our ground storage
tank. The floodwater rose to a height of 36-54" in and around this
area.
All Public Work's staff assisted in some capacity including the
secretarial/clerical staff who answered the phones and kept
constant contact with the Corp.of Engineers.
Paragon Cable responded by providing the City with approximately
12 employees that helped with the sand-bag operation.
Additionally, Dallas Water Utilities provided 2200 sand bags and
65 employees to help prevent the facility from flooding. Cajun
Contractors provided assistance by having their 2 operators move
several thousand yards of stockpiled fill material around
to construct a berm. (Without the contractor's assistance, we
would not have fared nearly as well). Other city departments such
as the Fire and Police Department assisted.
At no time did the City's water supply become contaminated due to
the flooding. Everyone worked extremely hard to prevent this from
happening.
The total cost of the operation came to $5,300.00. The number of
manhours including that of Paragon Cable Company and Dallas Water
Utilities totalled 900 hours. The cost to the City of Coppell
would have been substantially greater if the City of Dallas had
billed us for the resources provided.
Presently, the floodwater is at the pavement edge on East Sandy
Lake Road preventing staff from opening the road to traffic and it
is anticipated the road will be opened sometime this week after
Carrollton completes road repair barring no major structural damage
to the bridge at Elm Fork which Dallas is presently assessing.
The earthen berm and sand-bag retaining wall will remain in place
until the threat of uncontrolled discharge from Lewisville and
Grapevine Lake is less than that at present. This could mean that
the berm/wall would remain erected well into the summer months.
I will provide you a status report as to the opening of East Sandy
Lake Road by May 21, 1990.
