REQUEST: Amendment to the Site Plan to allow the construction of covered parking over 68 existing parking spaces to be accomplished in two or more phases. Phase one involves six parking spaces. Item # 11 Page 1 of 3 TRANSPORTATION: Fritz Road is a C2U two lane undivided roadway built to standazd in a 65 foot right of way. SURROUNDING LAND USE & ZONING: North -Industrial warehousing: LI, Light Industrial South -vacant and office; HC, Highway Commercial East -vacant ; HC Highway Commercial West -Interstate 635; "A", Agricultural COMPREHENSNE PLAN: The Comprehensive Plan shows the property as suitable for office, showroom and wazehouse uses. DISCUSSION: This is a request to add a total of 68 covered pazking spaces to an existing office development known as the International Association of Assembly Managers (IAAM) building. The existing lot contains 163 pazking spaces. Phase one development would involve 6 existing pazking spaces, with future covered parking being constructed as demand warrants it. The reason for the request is to provide protective parking for some of the building tenants, and also act as a marketing tool for future leases. Because the parking shelters will be composed of the same building materials as the main building, and retain the current trim colors, staff can support this request. We would add a comment addressing needed assurance from the applicant that all existing landscaping in the affected parking lots be maintained in a healthy and growing condition during and after construction of the parking shelters. With that assurance, staff can support this request. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of this request with the understanding that the applicant is aware of Section 12-34-6 (Maintenance) of the Coppell Comprehensive Zoning Ordinance which addresses the question of maintaining all landscape materials. As you requested, I have talked to Greg Jones and discussed the architectural ynphics design issues on the Carports. Our design changes (shown in elevations and perspective) meet the 80% masonry requirement you stipulated but more importantly work well with the existing simple modern lines of the office building. The carports selected will be a high quality prefabricated cantilevered structure suitable for a Commercial Class A office buildings and durable life. Because of the marketplace demand for covered parking in recent years we are seeing much better quality pre-engineered carport structures. The steel structures and concrete columns will be painted to match the existing concrete building panels. The flat roof cantilevered column design was selected because it is very similar to the existing entry canopy of the office building. We also intend to construct the carport structures using the standard metal roof panels (not a built up roof systems). We feel that a modification to the roof of these structures will, one only add unnecessazy weight to a cantilevered design. Two, the carports aze not needed over unenclosed/unoccupied space. Three, they will create maintenance concerns (trapped moisture will cause premature deck rusting). ' The carports will be installed in phases and will not interfere with existing light poles or exisiitrtf!!troes which will continue to be prune up as growth extents above canopy roofs.
