On March 26, 1991, City Council approved the rezoning of the residential property to the west from C (Commercial) to PD-1l5 SF-7 (Wynnpage). As a result of the development of the Wynnpage residential subdivision, the. DTC Business Center plat was vacated on May 8, 1992. In 1993, a request for a Special Use Permit for Kwik Kar was denied on the subject property. On November 12, 2002, City Council approved a three-lot preliminary plat for the property north of Wynnpage Drive. Site Plan and Final Plat approval was also granted for Lot 1 of this subdivision to contain an office building similar in scale and nature to the building proposed for this tract of property . TRANSPORT AnON: Denton Tap Road is a P6D, six-lane divided concrete roadway built to standard in a 1l0-foot right-of-way. SURROUNDING LAND USE & ZONING: North -undeveloped; C (Commercial) South - office building under construction; C (Commercial) East - retail/vacant; C (Commercial) West - Wynnpage residential subdivision; PD-1l5-SF-7 (Single-Family 7) COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for mixed-use, which includes office uses. DISCUSSION: This request is for approval of a Final Plat of Lot 3, Block B, of the Wynnpage Plaza Addition. The preliminary plat for Lots 1-3, and the Final Plat for Lot 1 were approved by City Council on November 12, 2002. This lot is approximately one acre in size and will have no direct frontage on a dedicated street. Access to this lot will be provided to Denton Tap Road and Wynnpage Drive via mutual access and fire lane easements, a technique that has been occasionally used in Coppell. The easement to Wynnpage Drive will be established through the final platting of Lot 1. A separate instrument for this mutual access/fire lane easement will be required through Lot 2, which is yet to be final platted. As approved by the Fire Marshal, the fire lane will be extended as a circular drive in the front portion of this property to provide for all portions of the building to be within 150 feet of a fire lane. Finally, this fire lane/mutual access Item # 13 Page 2of3 easement has be stubbed out to the northern property line to serve this future development of that tract of property. The Engineering Department is requiring that utility easements for the fire vaults be shown on the plat. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of the Final Plat of Wynnpage Plaza Addition, Lot 3, Block B, subject to: 1) Utility easement for the fire vaults being included on the plat.
