We write today on the behalf of the Asbury Manor Homeowners Association (HOA) concerning
continued problems with the drainage channel running through the property. As you will recall,
Asbury Manor is a newer Coppell subdivision. The HOA was turned over to the residents from the
builder, Ryland Homes, inmid-January 2000. At this time, the problem of water pooling in the
drainage channel was identified by the new HOA Board of Directors and reported to Ryland.
Before resolution of the drainage problem could be reached with Ryland, the City of Coppell started
the Coppell Road reconstruction project which invobred altering a portion of the drainage channel
from a green space to rock and concrete. Once this project was completed, the issue of water
pooling remained unresolved.
In the fall of 2001, you met with Mr. Fred Phillips of Ryland Homes at the drainage channel site.
One of our HOA Board of Directors attended this meeting. It was our ur~erstanding that the
outcome of this meeting was Ryland Homes agreed to clean under the bridge and correct tbe
drainage problem from the bridge to the north edge of the subdivision property.
As of today, the water and debris have been cleaned from under the bridge. The contractors retained
by Ryland Homes to complete this project removed about 100 rocks from under the bridge and
stacked them along the north side of the bridge. Water pools amongst these rocks. Also, water does
not freely drain northward, it continues to pool in several areas north of the bridge and periodically
back flows under the bridge.
Additionally, water pools in several areas of the new rock and concrete area. The City of Coppell
attempted to clean under the bridge prior to Ryland Homes effort. The weight of the baekhoe used
by the city employees broke the integrity of a section of tbe new drainage channel. This area is just
one of several that pools water on the south side of the bridge.
Being extremely concerned about the health and welfare of our homeowners with regards to the
current threat posed by the West Nile Virus, we respectfully request your assistance in ridding our
subdivision of these three sources of stagnant water. We hope to hear your reply within tbe next 14
