Dear Mr. Phillips:
Recently I met representatives of the Asbury Manor Subdivision Home Owners' Association
(HOAI concerning the continued problems with the drainage channel constructed with the
development. The HOA was appreciative of the fact that the silt within the culvert beneath the
road had been removed. However, they indicated that there were still several issues left
unresolved. Two of those issues are long standing issues and one is a new issue created by the
removal of the silt. Each of the three issues is discussed below.
The first issue involves the removal of approximately 100 rocks stacked along the north side of
the existing culvert. Representatives of the HOA indicated that those rocks had been placed in
the bottom of the channel some time ago at your direction when previous concerns were raised
concerning standing water in the culvert area. While the silt was removed, the stacking of the
rocks on the north side of the culvert along the headwall is not an acceptable solution. These
rocks will eventually be washed into the channel creating even further opportunity for standing
water. Therefore they should be removed from the channel (see enclosed photo).
The second issue is the grading of the existing channel to drain. As can be seen on the enclosed
photo an attempt has been made to cut a very small area down the centerline of the existing
channel to the north. However, this channel is still not graded adequately to provide for drainage
from the culvert to the north. There is more than enough fall from the outfall of this culvert to
the north property line to provide for adequate drainage of the channel. Also, because the
channel is only graded in the centerline, there is still blockage along both edges of the headwall
further creating opportunity for standing water.
The last issue concerns damage to the grouted rock section on the south side of the culvert.
During the removal of the silt, equipment utilized created damage (see enclosed photo) to the
grouted rock bottom.

To bring these issues to a resolution the following items should be accomplished:
1) All rock originally placed within the channel during the development of the subdivision and
that remains today stacked along the north side of the culvert should be removed from the
site.
2) The channel from the outfall of the culvert to the north property line should be adequately
graded to provide for positive drainage in this area.
3) The damaged grouted rock azea on the south side of the channel should be repaired.
