design of thoroughfare improvements on Belt Line Road from Denton Tap Road to
MacArthur Boulevard.

RECOMMENDATION
Authorize Agreement
BACKGROUND
Belt Line Road from Denton Tap Road to MacArthur Boulevard is a designated major
thoroughfare located on and along the common City Limit line of Coppell and
Dallas. Coppell is to provide planning and engineering design for the
improvement of Belt Line through a professional services contract with Ginn
Incorporated, Consulting Engineers, with cost participation from Dallas and
private developers. The planning and design is to include preparation of a
right-of-way alignment, construction plans and specifications, utility relocation
plans, detailed cost estimates, and estimates of assessments. The cost
distribution is based on the percentage of property frontage on Belt Line Road
in each city with each city receiving credit for developer contributions from
developments with frontage in the city.
The Agreement also calls for Coppell and Dallas to provide future funding for
right-of-way acquisition, utility relocation and construction when such funds
may be made available or to jointly pursue future funding through programs of
the State- Department of Highways and Public Transportation, Dallas County or
other agency in the event such funding opportunities become available.

Whereas, Belt Line Road from Denton Tap Road to MacArthur Boulevard is a
designated major thoroughfare located on and along the common City Limit line
between the Cities of Dallas and Coppell, and
Whereas, the City of Coppell has requested City of Dallas participation in a
cooperative project to improve Belt Line Road from Denton Tap Road to MacArthur
Boulevard, and
Whereas, private developer(s)/property owner(s) have committed to Coppell to
participate in the cost of the project, and
Whereas, an Interlocal Agreement has been developed providing for project
planning and engineering design for the project to include definition of the
right-of-way alignment, utility adjustment plans, estimates of cost, estimates
of assessments, and completed construction plans and specifications for the
project, and providing a fair division of costs between Coppell and Dallas based
on the percentage of frontage on the project within each.City, and
Whereas, Coppell will provide for the planning and engineering design through
a contract for professional services with Ginn Incorporated, Consulting
Engineers, for a total contract fee of $638,590.75, and
Whereas, the cost sharing for the planning and engineering design for the project
based on the total contract fee is: City of Dallas $292,689.44, City of Coppell
$132,864.39, and private funding $213,036.92.
Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF D~T.;~AS:
Section 1. That the City Manager be and 'is hereby authorized to execute an
Interlocal Agreement with the City of Coppell for the planning and design of
thoroughfare improvements on Belt Line Road from Denton Tap Road to MacArthur
Boulevard after said Agreement has been approved by the City Attorney.
Section 2. That the Director of Finance be and is hereby authorized to set
aside $292,689.44 for payment to th3 City of Coppell for the City of Dallas
share of the cost of planning and engineering design for thoroughfare
improvements on Belt Line Road from Denton Tap Road to MacArthur Boulevard, to
be paid for out of

Section 3. That the City Manager is hereby authorized to increase the
appropriations in the Street System Improvement Fund B22, PBW, 8516, 4510, in
an amount not to exceed $292,689.44 from unallocated interest earninigs.
Section 4. That the City Secretary shall certify two copies of this resolution
for transmittal to the City of Coppell.
Section 5. That this resolution shall take effect immediately from and after
its passage in accordance with the provisions of Charter of the City of Dallas
and it is accordingly so resolved.
