General Outline of efforts by Denton County to
keep SH 121 on schedule as a viable facility that
meets the long term mobility needs of the region.
1.) Receive authority to use SIB funds to expedite engineering for SH 121
2.) Execute LPAFA with TxDOT outlining expenditures and reimbursement
procedures
3.) Received Federal Certification to retain engineering services on behalf of
TxDOT
4.) Hired, Halff Associates, Carter& Burgess and Bridgefarmer to do PS&E for
Sections 14A, 14C, 15A
5.) Added Sections 14B and 15B to scope of services at TxDOT's request
6.) Met every timeline requested by TxDOT
7.) Received request by TxDOT for Denton County not to seek reimbursement for
engineering services
8.) Met with TxDOT regarding reimbursement and right-of--way issues. Developed
proposal to seek partial reimbursement of engineering ($2.6 million) to offset a
portion of the difference in right-of--way values. Denton County would ask COG
to contribute $1.6 million.
9.) Met with Chairman Johnson regarding local participation to date on SH 121 and
to discuss proposal to cover difference in right-of--way
10.) Chairman Johnson declines proposal for help from Denton County or COG.
11.) Summary Judgement awards property owner $3.2+ million in damages
12.) TxDOT announces plan to construct SH 121 in existing right-of--way by reducing
the number of frontage road lanes and ramps.
13.) Denton County met with COG to discuss engineering reimbursement
implications to engineering funding cap. Michael Morris indicates concerns
about the reduced cross-sections ability to meet Conformity and the long term
needs of mobility in region.
14.) Michael Morris proposes process that will meet conformity, maintain the dollar
amount TxDOT pays for right-of--way and ensures that engineering caps will not
be impacted. ($10 million from TxDOT and either $4 million from COG for
21ac. or $8 million for 37ac.)
15.) Met with Dallas District regarding COG proposal. Although the TTC will make
final decision, Dallas District does not indicate support for COG proposal.
16.) Chairman Johnson informs Denton County that COG's proposal will not be
accepted. Suggests Denton County and The Colony come up with additional
local funds.
17.) COG moves forward with proposal. Scheduled debate at next Surface
Transportation Technical Committee meeting.
18.) STTC votes to support COG's offer to provide funds to TxDOT to build the
cross-section that is in the current mobility and conformity plan
19.)RTC scheduled to consider COG's proposal November 14, 2002.
