ST0102-CS021125 (3)T H £ · C I T Y · 0 F COFFELL November 25, 2002 Mr. Mark Askew Affordable Residential Communities 1204 Hillcrest G-ainesville, Texas 76240 Ruby Road Project ST 01-02 Road Closures Dear Mr. Askew: The City of Coppell intends to construct in~rovements along Ruby Road in the vicinity of one of your residential communities. The Oak Park Village mobile home community has two entrances and frontage along the road. The improvements will consist of the realignment and reconstruction of Ruby Road from a two-lane asphalt roadway to a two-lane concrete roadway with drainage improvements, and the installation of water and sewer utilities. A construction contract for the project was awarded during the November 12, 2002 City Council meeting. Currently the ~rees wiflain the project limits are being removed and construction of the improvements is scheduled to star~ in early December 2002. Construction should take approximately 120 days. In evalua~g the actual logistics of the n~xmstruction of R~by Road, it became appaxeu~ that it w~uld be almost impossible to mai~ain two-way traffic un Ruby Road during reconstruction. Them are four driveways that intersect Ruby Road along the north side. Two of these belong to a shagle-family residence and two beloug to the mobile home park. A road closure plan was develeped to allow portions of Ruby Road to be closed while still maintaining access to and from the adjacent pmperW. The contractor for the project is required to prepare tmt~c control plans for each of the phases and n~tify each person in the mobile home park prior to hnplemanting any of the phases. The nctification will provide an approximate timetable along with a map showing alternates routes to be used during each phase. A copy of the notification will also be provided to you. The residents have been advised of the upcoming road closures by means of a handout from the City. A turn- around will be constructed for emergency vehicles and school buses. Closing Ruby Road in phases should expedite construction and provide for a saver work zone.
