December 9, 2002 RE: Ruby Road ST 01-02 Road Closure The City of Coppell is recon~t~acting Ruby Road in order to provide a safer route to Wagon Wheel Park and the developing industrial are~ The improvements consist of the reeonsixaction of the existing 2-lane asphalt road to a 2-lane undivided concrete roadway with improved storm drainage, and the installation of water and sewer utilities. Construction of the improvements started in early December 2002 and will take approximately 150 days to complete. In evaluating the actual logistics of the reconstruction of Ruby Road, it became apparent that it would be almost impossible to maintain two-way traffic on Ruby Road during reconstruction. There are four driveways that intersect Ruby Road along the north side. Two of these belong to a sIngle-family residence and two belong to the Oak Park Village mobile home park. A two-phase road closure plan was developed to allow portions of Ruby Road to be closed while still maintaining access to and from the adjacent propen'y. See the attached exhibit for the phases. Phase I of the road closure will start on December 16, 2002. The existing roadway from State/Freeport Parkway to the west side of the easternmost driveway of the mobile home park will be closed. This will allow residents in the mobile home park and the owner of the single-family residence to exit their property to the east towards Coppeil Road. It is anticipated that this portion of the roadway will be closed until the beginning of March 2003.
