RE: Discussion concerning a potential adjustment in the boundary between the City of
Coppert and the City of Lewisville. Generally located north of Highland Drive for
approximately 1500 feet (see exhibit).
Date: January 31, 1994
As has previously been conveyed to Council, the City of Lewisville is currently designing
Denton Tap Road southward to Highland Drive. There would then be a transition from that
point down towards the S.H. 121 bypass. During the survey work for the design, it was noted
that additional right-of-way would be needed off the west side of the existing Denton Tap Road
alignment to accommodate the future six lanes. Lewisville had assumed that their City Limits,
based on the boundary agreement, was down the centerline of Denton Tap Road. Upon further
investigation, it was noted that the boundary between the City of Coppell and the City of
Lewisville is the existing west right-of-way line of Denton Tap Road.
To purchase right-of-way and construct the roadway would create a situation where a portion
of the south bound lanes would be in Coppell and a portion would be in Lewisville. Recently,
Jim Witt and myself met with representatives of the City of Lewisville to discuss the problem.
Lewisville suggested that the City consider an adjustment in the boundary that would move the
boundary line between Coppell and Lewisville to the cente~ine of Denton Tap Road. The only
change in regards to any operation concerning the shifting of the Coppell City Limits would be
the additional cost associated with the construction of the south bound lanes on Denton Tap Road
from Highland Drive approximately 1500 feet north and any additional police protection. The
estimated cost for this construction will be provided at the City Council meeting.
The other alternative that Lewisville presented was to create a horizontal curve in Denton Tap
Road and move the existing centerline of Denton Tap Road westward so that it would align with
the current boundary between Coppell and Lewisville. Then, at some point south on Denton
Tap, they would create another horizontal curve to bring the roadway back to its existing
centerline location. The inclusion of two additional horizontal curves in Denton Tap Road would
be unnecessary if the City of Coppell and the City of Lewisville could work out an amendment
to the previously approved boundary agreements.
Staff will be available to answer any questions concerning this issue at the City Council meeting.
