Approval of this item will allow for the construction of a walkway to connect the Riverchase Subdivision across
the TXU (Oncor) easement to the Riverchase Elementary School.
Staff recommends awarding the bid for the construction of the Riverchase Elevated Sidewalk to Green Scaping in
the amount of $135,737.
Staff will be available to answer any questions at the Council meeting.
FINANCIAL COMMENTS: Funds for this contract will come from the /2 cent sales tax allocated to the CRDC.

RE: Consider approval of awarding Bid/Contract #Q- 0902 -01 to Green Scaping in the
amount of $135,737 for the construction of the Riverchase Elevated Sidewalk as
provided for in CRDC funds and by Carrollton- Farmers Branch ISD; and
authorizing the City Manager to sign.
On October 8, 2002 the City of Coppell received and opened six bids for the construction of the Riverchase
elevated sidewalk. The bids ranged from $135,737 to $179,881. My estimate for the construction was
$160,000. The low bidder was Green Scaping in the amount of $135,737.
The journey to construct this elevated sidewalk began in March 2000. City Council was initially briefed on this
project on April 22, 2000.
Since that time we have had:
• A Wetlands Delineation Study performed;
• meetings with representatives of the Carrollton- Farmers Branch Independent School District;
• a public meeting with neighborhoods;
an initial design;
• TXU's (Oncor) disapproval of the initial design;
• a redesign;
• TXU's (Oncor) verbal approval of the redesign;
• TXU's (Oncor) official denial of the redesign;
• numerous meetings and telephone calls with representatives of TXU (Oncor);
• TXU's (Oncor) approval of the revised design, with easement language that was disadvantageous to the
City of Coppell;
• an agreement reached between our attorney and their attorney on wording in the easement document; and
TXU (Oncor) has now officially granted the City of Coppell permission to construct the elevated sidewalk
through their easement.
Our consultant has evaluated the low bidder and has recommended the award of the bid to the low bidder.
Green Scaping has recently bid on several city projects, but this is the first project of which they were the low
bidder. With the exception of the elevated portion of the walkway, they do have extensive experience in the
other facets of the project. I have contacted the subcontractor that they will be utilizing for the construction of
the elevated portion of the sidewalk and he has performed similar work in the past. The estimated time for the
construction of the walkway is 90 calendar days. Therefore it should be completed in March 2003. This is
approximately three years to the day since this project began.
Staff recommends the award of Bid #Q- 0902 -01 to Green Scaping in the amount $135,737 and will be available
to answer questions at the Council meeting.
