RE: Stratford Manor Pavement Failure Investigation
Dear Mr. Anderson:
Representatives of the City of Coppell and representatives of Alpha Testing, Inc. have conducted an
inspection of the referenced pavement failure (see Alpha Testing Report No. 01878, November 27,
2001). Subsequent site meetings were held with contractor representatives in December 2002
which led to the conclusion by the paving contractor that the street pavement failure is not due to
construction workmanship, methods, or materials, but is due to underlying soil conditions present
prior to development of the subdivision.
In a letter to Huie Construction Company dated June 24, 1999 (copy attached) a summary of
subgrade soil observation noted that the section of Stratford Lane in front of Lot 5 was of particular
concern due to the sandy nature of the soil. A recommendation was made in the letter that a
specific type of treatment be used in this area. The City of Coppell has no documentation that this
recommendation was followed.
It is the City of Coppell's desire to resolve the liability question between the developer, design
engineering firm and the paving contractor in order to proceed with the repair /replacement of the
damaged paving section.

SUMMARY OF SUBGRADE OBSERVATIONS

As requested by the City of Coppell construction inspector, Fugro South traveled to the
site and visually observed the condition of the exposed subgrade for the project
referenced. The purpose of the visit was visually evaluate the condition of the
subgrade due to concerns of the City with respect to the amount of sand encountered in
same areas and whether lime would be effective in these locations. Mr. David Belcher,
P.E. visited the site the site on June 21, 1999 and observed the condition of the
exposed subgrade. This letter summarizes the observations noted during the field visit
as well as the discussions with Rodman Excavating after the visit.
The main area of concern was the section of Stratford Lane in front of lot number 5. It
appeared that the soils for approximately 150 to 200 -ft of the roadway subgrade were
very sandy with little flay binder. This area had been cut and appeared to be the
lowest area of roadway at the site. The remainder of the exposed subgrade appeared
to be moderate to high plasticity clays and they should react with the planned lime.
Our visual observations at the site indicate that due to the very sandy nature of the soils
in the vicinity of lot number 5 along Stratford Lane, the lime may not be effective in
treating these soils. One option would be to use lime for the remainder of the subgrade
and use cement treatment in this isolated section of subgrade. Due to the difficulty
changing the type of stabilization for a small section of subgrade, a more preferable
option may be to undercut approximately 6 to 8 -in of the sandy subgrade in this area
and replace with clayey-sods €,�o af, areas- ;of.the site. , The subgrade could then be
lime stabilized likWtlle remainder of the subgrade. An added advantage to this option is
that it provides for a more uniform subgrade throughout the roadway rather than having
a more rigid section where the cement would be used.
