Per our discussion last week, I am transmitting to you several pieces of information. Included
are the following:
· Information Sheet on the Temple project
· Infonnation Sheet on the Brownwood project
· General Downtown Improvement projects information sheet
· Proposed organizational chart for the Bethel Road project
· Summary of key personnel
· CD with video clips of Weatherford traffic circle and Farmersville intersection
improvements
The Temple project is nearing construction completion so we have included pictures of the
improvements. If you'd like to review plans or ask more about the project, I would be more than
happy to set up a time to bring Stephen Ratcliffby to see you. Stephen manages our Temple
office and did the design work on the project. He will play a QC role on the Bethel Road project
if you decide to contract with FNI.
Scott Fisher and Jeffrey Roberts also worked on the Temple project. They are assigned to our
FW office in the facilities group and will be available to work on your project as part of the
design team. The roadway design will be performed out of our Dallas office at my direction.
As you are aware, we do not have in-house surveying. While we have good working
relationships with several local surveyors, we prefer to use Brittain and Crawford. Jim Brittain
has performed hundreds of surveys for our firm and provides un-paralleled service and quality.
His crews are available to begin work immediately upon notice-to-proceed.

not typical in roadway reconstruction projects, but I think you can see that our staff is
experienced and fully qualified to perform the services needed.

skills. Our engineers provide innovative techniques and design that are critical to our
projects, particularly those requiring fast-track scheduling.
We have coordinated the talents and knowledge from our available project staff based on
their experience to meet the needs of the required work.
Project Manager- Tricia H. Harley, P.E.
As Project Manager for the project, Tricia will be the City's day-to-day contact
throughout the design phase of the project. She is the Operations Manager for the Dallas
Office, coordinating workloads and balancing project staffing assignments. She serves as
Project Manager and Lead Design Engineer for a variety of municipal projects primarily
in the transportation area. She is also the Dallas Office Transportation Discipline
Leader.
QA/QC - Larry Schuelein, P.E.; Stephen Ratcliff, P.E.; Mike Nichols, P.E.
The Project Quality Program at Freese and Nichols consists of two elements: Quality
Control and Quality Assurance. Larry is the Project Manager for the City of Bryan
project which involves the reconstruction of College Street. The project is a downtown
revitalization project involving many of the goals and objectives of the Bethel Road
project. Stephen Ratcliff is the Project Manager and Design Engineer for the Temple
project, and Mike Nichols has many years of experience working with municipalities to
develop similar projects.
Streetscape Design - Alfred Vidaurri, AIA; Scott Fisher, AIA, Jeffrey Roberts, P.E.
Architectural elements will play an important part in the design of the downtown section.
Alfred is currently working with the City of Brownwood to develop their master plan for
the entire downtown area. Scott was the Architect for the design of the Visitor's Center
in Temple, and Jeffrey Roberts designed the streetlights.
Landscape Design - Bill Cotton, ASLA
Bill is also currently working on the Brownwood project and has over 20 years of
experience in open space/land use planning and landscape architectural design.

Public Involvement-Hattie Peterson
Since public acceptance of projects is critical to the long-term success of City activities,
we no~,ially include a Public Participation element in the scope of work for projects such
as the Bethel Road project. Hattie has worked with our staff on numerous municipal
projects combining our available services with the City's particular needs for their
project. Following are a list of some of the services we provide in this area:

· Regularly-scheduled "office hours" public involvement meeting times for local
business members
· Email updates
· Web site coverage
· Project newsletters
· Public meetings
· Media fact sheets/press releases
3D Animation - Homer Saenz, Luis Rivera
We have found that 3D animation and computer modeling of proposed projects is a
tremendously valuable tool to municipalities for use with both City Council presentations
and public approval. Homer developed the movie for the Weatherford project, and Luis
created the video for the Farmersville project. Both videos are included with this
transmittal on the CD for your review. The Farmersville video was taken from a traffic
simulation software and enhanced to allow the City and school district to view the results
of the proposed improvements prior to construction. Since this project was funded by
Collin County and on a TxDOT facility, it was critical to the County that the City be in
support of the project.
Construction Services - Ron Harper, P.E., Justin Shaw
Ron will perform periodic constructability reviews during the design phase. These
reviews focus on access, maintenance and coordination issues. After completion of the
design, the day-to-day project activities will shift to Justin. He will communicate
regularly and coordinate his activities with Tricia as she will continue as the Project
Manager. Justin will involve various members of the design team as needed and will be
responsible for our internal routing of submittals and documentation of work.
